Phillies pitching prospect Adam Morgan was scratched from Tuesday's start with Triple-A Lehigh Valley due to a shoulder issue.

It's not clear at this point how serious the ailment is. Morgan was recently under consideration for a call-up, but obviously that's not going to happen anytime soon now.

Justin Maxwell (hand) hit 15 balls off a tee and took 30 soft-tosses on Monday.

Maxwell is no longer wearing a brace on his fractured left hand and is progressing steadily. He's scheduled to have a routine X-ray on Tuesday to see how the healing is coming along. The outfielder should make a late May/early June return if all goes well.

Jeff Francis (groin) will throw a bullpen session on Tuesday.

It will be the first time he's thrown from the bump since landing on the disabled list. Francis' groin isn't fully healed, but he shouldn't be out too much longer as long as he continues to progress. Whether he'll have a rotation spot once healthy remains to be seen.

Ross Detwiler reported improvement with his back Monday and hopes be ready to make his next start.

Detwiler is hoping he'll be ready to play catch on Monday before throwing from a mound later in the week. With an off day on Thursday, the Nationals can delay Detwiler's next turn a few days. Zach Duke is making a spot start in his place on Monday.

Eric O'Flaherty will undergo Tommy John surgery on Tuesday to repair a torn left ulnar collateral ligament.

It was inevitable after an MRI over the weekend revealed the bad news. In addition to obviously missing the rest of this season, O'Flaherty will likely be sidelined for the first couple months of the 2014 campaign, as well.

Jayson Werth (hamstring) will not be ready for activation from the disabled list on Friday and could be sidelined for as much as two more weeks.

Nationals manager Davey Johnson said he received an "alarming" report on Werth Monday, which obviously doesn't sound good. The outfielder experienced a setback with his hamstring during a rehab game last week and has yet to return to game action. He was slated to see a specialist over the weekend and evidently didn't receive good news. Roger Bernadina and Tyler Moore will continue to be the primary fill-ins for Werth.

David Freese was scratched from Monday's lineup due to inflammation near his right thumb.

Freese was spiked during Sunday's game and required three stitches. He'll be available off the bench and could be ready to return to action on Tuesday. Ty Wigginton is getting the start at third base Monday.

Orioles signed C Ronny Paulino to a minor league contract.

Paulino was released by the Mariners just before the start of the season and has finally landed another gig. He played 20 games for the Orioles last season and spent the rest of the season at Triple-A Norfolk. The 32-year-old will report to extended spring training first before presumably being assigned to Norfolk.
