Browns coach Hue Jackson said Monday that it's "too soon" to say whether Robert Griffin III will start in Week 14 against the Bengals.

Although Jackson was noncommittal in this presser, seemingly all of the Browns' beat writers believe RG3 will be under center versus Cincinnati. The growing consensus among reporters covering the team suggests they already know the Browns' Week 14 starter based on scuttlebutt at team headquarters. Hopefully Jackson will be more willing to publicly name his starter later in the week.

Lions CB Quandre Diggs is expected to miss the rest of the season with a torn pectoral.

After a promising rookie campaign in 2015, Diggs took a step back in coverage as a sophomore. The Lions do have him under control cheaply for the next two seasons, but they will bring in competition for Diggs in 2017 training camp.

Coach Dirk Koetter said Monday the Bucs will activate RB Charles Sims from the I.R./return list this week.

If Sims is in shape -- he has spent the last two months recovering from a knee injury -- he should step in as the Bucs' primary passing-game and catch-up back. Sims' activation will occur after a game where Doug Martin missed the final three drives due to an apparently innocuous injury. Sims' versatility should come in especially handy due to Tampa Bay's growing concerns at wide receiver, where they lost Cecil Shorts (knee) and Adam Humphries (concussion) in Sunday's win over the Chargers.

Bills placed WR Percy Harvin (migraines) on the reserve/NFI list.

He's done for the year. The Bills talked Harvin out of retirement in early November, only for Harvin to appear in just two games and eventually suffer another bout of migraines. At age 28, Harvin's career is once again in doubt.

Texans waived CB Charles James.

James fell down on Jordy Nelson's touchdown catch in Sunday's loss to Green Bay, and this was the fallout. With that said, James hadn't played well all year and wasn't getting much defensive run to begin with. The Texans replaced James on the 53 with Al-Hajj Shabazz, who was claimed off waivers from Pittsburgh.

Broncos claimed RB Justin Forsett off waivers from the Lions.

The move became necessary insurance when Kapri Bibbs suffered a high ankle sprain, but it's not out of the question that Forsett assumes a legitimate role in Denver's backfield in the near future. Devontae Booker has struggled mightily in five straight games (2.80 YPC), while Forsett has full knowledge of Kubiak's offense after playing for him in Baltimore and enjoying the best year of his career with Kubiak coordinating the Ravens' 2014 offense.

Broncos ILB Brandon Marshall (hamstring) is expected to miss Week 14 against the Titans.

It's not an ideal week for Marshall to miss with DeMarco Murray on the docket. The Broncos will turn to Corey Nelson next to Todd Davis at inside linebacker.

NFL.com's Ian Rapoport reports suspended Raiders OLB Aldon Smith hopes to meet with the commissioner to discuss his possible reinstatement.

Per Rapsheet, Smith is "setting up" a meeting to meet with Roger Goodell or another "high-ranking official." Smith was supposed to have already learned his status, but the league is apparently hedging. Smith would be returning from an indefinite ban for multiple arrests/violations of the league's substance-abuse policy. He'd be a major weapon for the Raiders down the stretch.
