Phillies activated RHP Chad Billingsley (lat) from the 15-day disabled list.

He'll take Aaron Harang's spot in the starting rotation. If Billingsley wins Thursday against Milwaukee, it will be his first victory in the majors since April 10, 2013. He went 1-1 with a 5.06 ERA during a three-game rehab stint with Triple-A Lehigh Valley.

Phillies placed RHP Aaron Harang on the 15-day disabled list with plantar fasciitis.

This has "phantom injury" written all over it. Harang has imploded over his last eight starts, losing all eight with a 6.94 ERA. His outing Wednesday against the Brewers may have been his worst yet. He scattered 14 hits and eight runs over five brutal innings. The Phillies activated Chad Billingsley from the 15-day disabled list in the corresponding roster move.

Royals prospect LHP Sean Manaea (abdomen) allowed three runs (one earned) on six hits in five innings on Monday for High-A Wilmington.

He struck out eight batters in the outing without issuing a walk. Manaea was moved up to Wilmington after making his season debut in the Rookie Arizona League the previous week. The 23-year-old left-hander posted a 3.11 ERA, 1.28 WHIP, .228 opponents’ batting average, 4.0 BB/9 and 10.8 K/9 in 121 2/3 innings (25 starts) last season in his professional debut for Wilmington. Assuming he stays healthy, Manaea likely will spend a majority of the 2015 season at Double-A Northwest Arkansas.

Michael Cuddyer (knee) remained out of the Mets' lineup Thursday against the Cubs.

He got an injection Wednesday and may need a few days to recover. Manager Terry Collins said Cuddyer could require a trip to the disabled list if he doesn't improve in the next three days. Eric Campbell and John Mayberry would split time in left field if Cuddyer faces a lengthy absence.

Twins prospect RHP Nick Burdi has been demoted to High-A Fort Myers from Double-A Chattanooga.

The Twins selected Burdi in the second round of the 2014 draft, targeting the Louisville closer for his potential to impact a big league bullpen in short order. Unfortunately, that hasn’t been the case for the 22-year-old right-hander, who is headed back to the Florida State League after posting a 5.93 ERA, 1.78 WHIP and 33/22 strikeout-to-walk ratio in 30 1/3 innings (22 appearances) at Double-A Chattanooga. Burdi dominated last summer after signing, pitching to a 2.66 ERA with five saves and 16.8 K/9 in 20 1/3 innings (20 appearances) between both Class-A levels.

Mariners released RHP Justin Germano.

He and left-hander Rafael Perez both opted out of their minor league contracts. Germano pitched well for Triple-A Tacoma, recording a 2.83 ERA over 18 outings before his release. The 32-year-old has made 96 major league appearances with seven different teams.

Mariners released LHP Rafael Perez.

Perez exercised the opt-out clause in his minor league contract. The 33-year-old went 5-5 with a 1.99 ERA over 13 starts for Triple-A Quintana Roo. He hasn't pitched in the majors since 2012.

Padres prospect RHP Colin Rea has been promoted to Triple-A El Paso.

Rea is moving up the minor league’s highest level after an excellent first half at Double-A San Antonio in which he posted a 1.08 ERA, 0.81 WHIP, .185 opponents’ batting average, and 60/11 strikeout-to-walk ratio in 75 innings (12 starts). It’s been far and away the best season of the 25-year-old right-hander’s career, as he owns a 3.32 ERA, 1.33 WHIP, 3.5 BB/9 and 7.6 K/9 in 456 innings (117 appearances/86 starts) across the last five seasons. Rea lacks upside but could emerge as a quality back-end starter for the Padres later in the season.
