Blue Jays pitching prospect Sean Reid-Foley has been promoted from Double-A New Hampshire to Triple-A Buffalo.

Reid-Foley earned the level bump by posting a 2.03 ERA, 1.06 WHIP, and 52 strikeouts over 44 1/3 innings (eight starts) this season at the Double-A level. The former second-round pick had a rough 2017 at New Hampshire, but he can again be considered one of the top pitching prospects in the Blue Jays' system.

Indians signed RHP Mitch Talbot to a minor league contract; assigned him to Triple-A Columbus.

Talbot hasn't appeared in a major league game since way back in 2011, but he put up strong numbers (1.93 ERA in five starts) over the last several weeks with the Sugar Land Skeeters of the independent Atlantic League. The 34-year-old right-hander will join the rotation at Columbus.

White Sox recalled OF Charlie Tilson from Triple-A Charlotte.

Tilson was batting just .248/.288/.298 through 173 plate appearances this season at the Triple-A level, but the White Sox need outfield help with Leury Garcia (hamstring) landing on the disabled list Thursday morning. Tilson has good speed and could see semi-regular action in the Chicago outfield, but he's not a strong enough hitter to warrant consideration in standard mixed fantasy leagues.

White Sox placed OF Leury Garcia on the 10-day disabled list with a left knee sprain.

Garcia suffered the injury on Wednesday night against the Orioles and could be out a while. The 27-year-old outfielder had two home runs and nine stolen bases through 39 games this season with the White Sox.

White Sox purchased the contract of C Alfredo Gonzalez from Triple-A Charlotte.

Gonzalez will serve as the backup to Omar Narvaez, who has become the new starting catcher for the White Sox in the wake of Welington Castillo's performance-enhancing drug suspension. Gonzalez, 25, was batting just .169/.279/.191 in 105 plate appearances this season at the Triple-A level.

Major League Baseball suspended C Welington Castillo for 80 games for performance-enhancing drug use.

Castillo was popped for taking the hormone Erythropoietin, a popular PED in the cycling world. He'll be out until late August and will not be eligible to participate in the 2018 postseason, not that that matters for any White Sox player this year. The 31-year-old catching was slashing .267/.309/466 with six home runs and 15 RBI through 33 games for Chicago. Omar Narvaez will presumably see the large share of the starts behind the plate moving forward. He carries no mixed-league fantasy upside.

Nationals optioned RHP Erick Fedde to Triple-A Syracuse.

Fedde looked sharp Wednesday afternoon against the Padres, allowing just one run over 5 2/3 innings while tallying six strikeouts, but it was always going to be a spot start. He'll be back up if there's an injury to one of the fixtures in the Nats' rotation.

Joey Votto is getting the day off Thursday.

Votto has dealt with some back issues this month and will take a day for treatment and rest. Brandon Dixon is starting at first base and batting seventh on Thursday afternoon against Pirates righty Ivan Nova.
