49ers ILB Patrick Willis (questionable, toe) will be a game-time decision for Week 9 against the Rams.

Willis is hoping to return this week after practicing on a limited basis. He could end up missing just one game coming off the 49ers' bye. Willis shouldn't be on a snap count if active.
