Josh Outman, who underwent Tommy John surgery in late June, began a throwing program last week in St. Louis. Tommy John recovery times for vary for pitchers, but usually range from 12-18 months. He's on the right track and hopes to be ready for big league action shortly after the All-Star break next season. Outman was 4-1 with a 3.48 ERA in 12 starts this year before injuring his left elbow.

Oakland manager Bob Geren said Thursday that he's expecting Joey Devine (elbow) to be fully healthy by the start of spring training. Devine underwent Tommy John surgery in April of 2009 and missed the entire season. The 26-year-old right-hander posted a 0.59 ERA, a 0.83 WHIP and a 49/15 K/BB ratio in 2008, though, and could play a major role as a setup man for the A's this year if he proves his health with a strong spring.

According to Jon Paul Morosi of FOXSports.com, the Blue Jays are "cautiously optimistic" after Dustin McGowan's (shoulder) throwing session last week. They can't possibly count on him, as McGowan has been plagued by shoulder problems in each of the past two seasons. He's out of options, so there's a chance he could start the season on the disabled list while the Blue Jays figure out how to handle him. However, if he's right, the Jays suddenly have a very intriguing rotation.

Jesse Litsch is scheduled to throw a bullpen session on February 3 for the first time since undergoing Tommy John surgery last June. The Jays have already accepted the fact that Litsch will be out until late June or early July and aren't likely to push the 24-year-old right-hander even if things are going well. Litsch allowed nine earned runs in nine innings of work last season before being shut down. He was 13-9 with a 3.58 ERA and 99 strikeouts in 176 innings during the 2008 season.

Ted Lilly (shoulder surgery) has begun a throwing program. Lilly underwent a procedure on his throwing shoulder in early November and is expected to miss the first month of the 2010 season. The lefty will fall in fantasy drafts this spring and is a decent late-round stash pick. He went 12-9 with a career-best 3.10 ERA and a 1.06 WHIP in 27 starts last year.

Brandon Webb successfully threw off a mound on Tuesday for the first time since undergoing shoulder surgery last August. "[It] went good," Webb said. "[The] ball came out well, but I was just thinking about arm slot on every throw. That's to be expected, not having thrown on the mound in so long." Expect the Diamondbacks to handle Webb with restraint during spring training, but the 30-year-old right-hander doesn't see any reason why he shouldn't be ready for the beginning of the season.

Edgar Renteria underwent successful elbow surgery over the weekend. Surgeons removed two centimeter-long chunks of calcified matter from Renteria's right elbow. "You would be amazed," Bruce Bochy said of the bone fragments. Renteria is expected to make a full recovery by the start of spring training. He hit .250/.307/.328 in 124 games this season.

Cliff Lee underwent minor surgery Monday to remove a loose bone spur in his left foot, according to the Tacoma News Tribune's Ryan Divish. Lee pitched well into the 2009 postseason and showed no foot issues, so it's probably safe to trust that the procedure was indeed minor. The 31-year-old was 14-13 with a 3.22 ERA, 1.24 WHIP and six complete games between the Indians and Phillies last year. He's expected to resume baseball activities in two-to-three weeks and should be fine by Opening Day.

Joel Sherman of the New York Post writes that Carlos Beltran (knee) is furious with the Mets. Sherman writes that Beltran wonders if he should have played at all last season and therefore doesn't expect him to prioritize the team this time around. How he knows exactly what is going on in Beltran's head is anybody's guess, but the Mets will have to get by with Angel Pagan and Gary Matthews Jr. in center field for at least a little while.

Johan Santana (elbow) tossed a 24-pitch side session on Tuesday. Santana didn't throw very hard, according to reports, but we weren't expecting much from him considering it's still January. He underwent arthroscopic elbow surgery in September, yet he expects to be fine for the start of spring training and wants to take the mound on Opening Day. The Mets' plan calls for him to begin pitching in exhibition games in early March.

The Nationals and C Jesus Flores avoided arbitration Tuesday by agreeing to a one-year, $750,000 contract. Flores can earn even more through incentives. The 24-year-old finished the 2009 season with a .301 batting average, four homers and 15 RBI in 93 at-bats.

It must have been something that he was dealing with for a while and he didn't say anything." McCrory will undergo surgery on Friday. He had allowed nine earned runs in 2 1/3 innings since his September 8 call-up.

"My goal is to be ready to go when spring training starts," said the lefty, "although I may go a little slower because I don't want to get ahead of myself." It's a tough proposition. Romero underwent elbow surgery just one week ago and was given a recovery time of five-to-six months. Factor in a few setbacks, and it seems doubtful he'll be able to reach his goal.

Moyer has experienced a series of setbacks his surgically-repaired groin region, delaying surgery on his left knee. Despite Moyer's proclamation, general manager Ruben Amaro will try to find a low cost alternative among the remaining starters in free agency. It's possible that Moyer could be stuck in the bullpen again if Amaro uncovers a bargain.

The Rockies and RHP Taylor Buchholz avoided arbitration on Friday by agreeing to a one-year, $1.055 million contract. In other words, exactly what he made last season. Buchholz, 28, missed the start of the 2009 season with elbow problems and eventually underwent Tommy John surgery in June. He's not expected to return until the middle of the 2010 season. Buchholz had a 2.17 ERA in 66 1/3 innings out of Colorado's bullpen in 2008.

"I just want to face the hitters to see where I'm at and get that in my head," said the 29-year-old right-hander. "I want to face hitters in order to give me that total confidence back. Right now it feels like I'm killing time waiting for that to happen." Neshek was a superb setup man for the Twins before the injury bug bit him in '08.
