With the Combine in the books, the first wave of free agency all but over, and Pro Day season upon us it's time for another mock. Recent signings have altered team needs, but more importantly they've given us an idea of 1) who's calling the shots where, and 2) what positions teams are targeting.

For example, the Vikings' heavy pursuit of T.J. Houshmandzadeh shows that Brad Childress badly wants to upgrade over Sidney Rice. The Texans probably aren't satisfied with Steve Slaton as an every-down back based on their flirtations with Cedric Benson and Derrick Ward. The Packers feel needy at linebacker, the Redskins at offensive tackle, and the Bills at wide receiver. With that in mind, we begin our second mock of the offseason.

1. Lions - Georgia QB Matthew Stafford

It's become obvious that GM Martin Mayhew is making all the personnel decisions in Detroit. If it was up to coach Jim Schwartz, a believer in Billy Beane and Football Outsiders strategy, the Lions likely wouldn't be acquiring Grady Jackson (36) and Anthony Henry (32), keeping Daunte Culpepper (32), and pursuing Mike Peterson (33), Vonnie Holliday (33), or injury prone L.J. Smith (29). By letting Dan Orlovsky and Jon Kitna go, Mayhew has cleared Detroit's quarterback depth chart with his sights apparently set on Stafford. Schwartz and Football Outsiders probably aren't on board.

2. Rams - Baylor LT Jason Smith

Following a superb Combine, Smith's only knock is his lack of experience in a three-point stance. Coming from a shotgun-heavy spread offense, Smith lined up in a pass set about 80% of the time. The Rams will be more run-oriented under Steve Spagnuolo, but dome teams still must be able to throw the football and Smith's background in pass pro will come in handy. The pick will allow St. Louis to deal Orlando Pace for a mid-round choice on draft day and get the rebuilding started.

3. Chiefs - Boston College NT B.J. Raji

GM Scott Pioli is taking after his old defensive coordinator. Like the Jets initially tried under Eric Mangini, the Chiefs are installing a 3-4 defense despite lacking the right personnel. While Pioli will consider Aaron Curry, nose tackles are more vital than inside linebackers in Pioli's system, and Curry won't be drafted this high to play outside in a 3-4. Glenn Dorsey isn't big enough to be a nose. Raji would be Pioli's Vince Wilfork.

4. Seahawks - Virginia LT Eugene Monroe

New zone-blocking offensive coordinator Greg Knapp needs a tackle who can motor downfield. Blindside stalwart Walter Jones is 35, coming off microfracture surgery, and may not be ready for camp. There are rumors Monroe has knee issues too, but that's probably typical pre-draft misinformation. Seattle shored up its receiver corps with T.J. Houshmandzadeh and can install Knapp's balanced offense with Monroe at right or left tackle.

5. Browns - Texas Tech WR Michael Crabtree

Crabtree (foot) is on track to be 100% two months before training camp. The two-time Biletnikoff Award winner won't work out before the draft, but his college tape is enough for GM George Kokonis. Kokonis' main role last year as Baltimore's Pro Personnel Director was to study film of impending free agents. He wasn't concerned with forty times and verticals. Cleveland is starved for pass catchers after trading Kellen Winslow.

6. Bengals - Wake Forest LB Aaron Curry

Yes, Cincinnati used its 2008 first-round pick on a linebacker. But the Bengals are still starting Dhani Jones in the middle, and he wore down badly last season. A high-character individual, Curry will bring leadership and playmaking to a defense lacking in both areas. Coordinator Mike Zimmer also wants to implement more 3-4 looks, and Curry can operate as either a coverage 'backer versus tight ends or blitzer from anywhere on the field.

7. Raiders - Maryland WR Darrius Heyward-Bey

DHB's 4.3-flat forty on a slower-than-usual Combine surface had to make Al Davis drool. While a Terrell Owens signing could take Heyward-Bey out of the running for Oakland, Owens may get the Barry Bonds treatment all offseason. Heyward-Bey's speed-to-size (6'2/210) ratio is uncommon and Oakland can't possibly enter Week 1 with Chaz Schilens, Johnnie Lee Higgins, and Javon Walker as its top three wideouts.

8. Jaguars - Ole Miss LT Michael Oher

Jacksonville claims to be committed to drafting the best player available under new GM Gene Smith, but when your hole at left tackle is as gaping as the Jags' it's okay to draft for need. Jordan Black, out of the league last year, would be their starter if the season began today. Oher turned in a steady Combine and is the purest left tackle remaining.

9. Packers - Texas DE Brian Orakpo

Another "BPA" general manager, Ted Thompson of the Packers is switching to the 3-4 defense and needs a weak-side linebacker to book end OLB Aaron Kampman. Green Bay's current starter there is Brady Poppinga, who hasn't had a sack since 2006. "Rack Attack" is the best player on the board.

10. 49ers - Alabama OL Andre Smith

Now that Smith has settled on an agent and the pressure is on, expect him to rebound from his disastrous Combine with a dominant Pro Day. A true mauler, Smith may not be cut out to stay at left tackle but should at worst be a Pro Bowl guard or right tackle. The 49ers will release overpriced RT Jonas Jennings any day now.

11. Bills - Missouri WR Jeremy Maclin

The Bills swung and missed on James Hardy last year. They whiffed again on Laveranues Coles. You know Buffalo is desperate when it brings in Joey Galloway for a free agent visit. There are concerns about Maclin coming from Mizzou's heavy spread offense, but offensive coordinator Tuck Schonert wants to use similar passing concepts.

12. Broncos - Florida State DE Everette Brown

Another team transitioning to a three-man front, the Broncos shouldn't have been surprised to find the free agent market short on pass rushers. They've remade their secondary with 30-somethings, but the DBs will be hung out to dry if there's no front-side pressure. Brown, an explosive underclassman, would start opposite OLB Elvis Dumervil immediately.

13. Redskins - Arizona OT Eben Britton

This might be seen as a reach, but Washington is dead set on removing RT Jon Jansen from the lineup. Britton is a first-round prospect, even if his grade is towards the bottom of the round. He is most physically imposing of the draft's top six tackles and started on Willie Tuitama's blind side as a sophomore and junior. The early entrant could replace fading LT Chris Samuels in a year or two.

14. Saints - Ohio State CB Malcolm Jenkins

New Orleans is gambling that aggressive new coordinator Gregg Williams can get more out of DEs Will Smith and Charles Grant to help the secondary. Coach Sean Payton even discussed moving CB Usama Young to free safety, but that's not ideal. Jenkins probably doesn't run well enough to stay at corner in the league, but he'd start day one at free safety.

15. Texans - Georgia RB Knowshon Moreno

Coach Gary Kubiak has wanted a two-back system since he arrived in Houston, and Moreno would give him a durable runner with exceptional leg drive and versatility. Steve Slaton had a terrific rookie campaign, but odds are heavily against the 5'10/190-pounder holding up to another full workload. The Texans' sniffing around Cedric Benson and Derrick Ward shows they're serious about a committee.
