Bill Ladson of MLB.com tweets that RHP Livan Hernandez sent a contract proposal to the Nationals in December and never heard back.
Hernandez split the season between the Mets and Nationals, totaling a 5.44 ERA in 31 starts. ESPN's Jerry Crasnick earlier reported that the Nats are looking for a "Livan Hernandez type" as insurance for the rotation. Clearly, it's not Hernandez himself. He'll likely have to settle for a minor league deal as Triple-A insurance.

Jerry Crasnick of ESPN.com hears that the Nationals are looking for an affordable, "Livan Hernandez type" as insurance for their rotation.
And, conveniently (or inconveniently), Hernandez just happens to be a free agent. As of now, the only sure things in the rotation are John Lannan and the newly-signed Jason Marquis. Washington has plenty of internal options for the rotation, including Craig Stammen, Garrett Mock, J.D. Martin, Shairon Martis, Ross Detwiler, Scott Olsen, Colin Balester and maybe, just maybe Stephen Strasburg. Marquis was signed to be a veteran workhorse, so the Nationals would probably be better off letting their youngsters "sink" or "swim."

The Nationals hope to re-sign free agent right-hander Livan Hernandez.
There's interest from both sides, as Hernandez is expected to sign a one-year deal with incentives. "The Nationals are aware that Livan would like to return to Washington next season," said Hernandez's agent Barry Praver. Hernandez was 2-4 with a 5.36 ERA in eight starts after signing with the Nationals in August.

Nationals declined arbitration to OF Austin Kearns, 1B Dmitri Young, C Josh Bard, LHP Ron Villone and RHP Livan Hernandez.
None of the players were ranked free agents so the Nats didn't stand to gain any compensation by offering them arbitration. Kearns, who hit .195/.336/.305 in '09, will struggle to land a reserve role this winter.

According to Nick Piecoro of the Arizona Republic, the Diamondbacks have interest in signing Livan Hernandez.
Because seeing him get knocked around in Chase Field would be fun? Hernandez was 9-12 with a 5.44 ERA and 1.56 WHIP in 31 starts between the Mets and Nationals in 2009, but was a member of the Diamondbacks from 2006-07. Piecoro notes that Hernandez would be brought in more for his potential role in the clubhouse than his performance on the field. If signed, he would compete with Billy Buckner, Bryan Augenstein and Kevin Mulvey to lock down the back-end of the starting rotation.

Livan Hernandez yielded three runs over 6 1/3 innings in a 6-3 win over the Braves on Friday night.
It was his first win since September 10. Hernandez held the Braves in check, scattering nine hits while walking one and striking out a pair. He went 2-4 with a 5.36 ERA over eight starts since signing with the Nationals in late-August. While the results aren't there, he's still an innings-eater, so a return next season isn't completely out of the question.
