Kevin Walter will be an unrestricted free agent this offseason, no matter if the players and owners agree to a new CBA.
Walter has six years of NFL service, so he'll be free to sign with the highest bidder. The 28-year-old finished a disappointing 2009 with an 11.5 yards-per-catch average and two touchdowns, both lows since 2006. Considering Gary Kubiak's endorsement of Jacoby Jones as a possible future starter, Walter probably won't be re-signed. The Texans could transition tag him. With no CBA, each team has two transition tags and two franchise tags to use.

Coach Gary Kubiak suggested that Jacoby Jones' future is as a starting receiver once he gains consistency.
"If he ever settles down with consistency," said Kubiak, "this kid could be a starter and be a heck of a player in this league. I told Jacoby he has starter ability. I told him he has to think that way." Similar to Robert Meachem, Jones is a dangerous playmaker in need of an increased opportunity. Hold on tightly in Dynasty leagues because Jones is a threat to Kevin Walter's job.

Jacoby Jones caught five passes for 65 yards and a touchdown against the Patriots in Week 17.
Jones went from goat to hero with an athletic one-handed, toe-tapping catch in double coverage at the back of end zone after causing a pick-six earlier in the game. He also had a 31-yard punt return that set up the game-winning score. Finishing with seven total touchdowns on the season, Jones has emerged as a threat to Kevin Walter's starting job in 2010.

Texans WR/KR Jacoby Jones is firmly in head coach Gary Kubiak's doghouse after he was late to a team meeting Saturday.
"I'm very disappointed," Kubiak said. "Everybody knew what was on the line. Everybody knew how important this game was." Jones, who has had maturity issues in the past, had been singled out for a renewed commitment in the offseason. This episode brings him back to square one.
