Kevin Walter will be an unrestricted free agent this offseason, no matter if the players and owners agree to a new CBA.
Walter has six years of NFL service, so he'll be free to sign with the highest bidder. The 28-year-old finished a disappointing 2009 with an 11.5 yards-per-catch average and two touchdowns, both lows since 2006. Considering Gary Kubiak's endorsement of Jacoby Jones as a possible future starter, Walter probably won't be re-signed. The Texans could transition tag him. With no CBA, each team has two transition tags and two franchise tags to use.

Coach Gary Kubiak suggested that Jacoby Jones' future is as a starting receiver once he gains consistency.
"If he ever settles down with consistency," said Kubiak, "this kid could be a starter and be a heck of a player in this league. I told Jacoby he has starter ability. I told him he has to think that way." Similar to Robert Meachem, Jones is a dangerous playmaker in need of an increased opportunity. Hold on tightly in Dynasty leagues because Jones is a threat to Kevin Walter's job.

Kevin Walter was held to just two catches for 30 yards against the Patriots in Week 17.
Outproduced by Jacoby Jones once again, Walter was invisible in the second half. Drafted as a WR3 by many owners, Walter struggled with a hamstring injury early on and never played up to expectations. It wouldn't be surprising if Jones ends up pushing him for the starting job this offseason.

Kevin Walter was held to 21 yards on three receptions against the Dolphins in Week 16.
Walter was targeted just four times and had a bad drop on the only pass that wasn't complete. Jacoby Jones, who has been more effective all season, exploded for a 44-yard score on his way to two receptions for a team-high 79 yards.

Kevin Walter caught four balls for 42 yards and a touchdown in the Texans' Week 15 win over St. Louis.
Walter's touchdown was just his second all season, and first since Week 3. He ultimately saw just a mediocre six targets, and was pretty quiet aside from the touchdown after catching 16- and 21-yard passes on Houston's opening drive. Walter is a weak WR3 bet for Week 16 against the Dolphins.

Kevin Walter was held to 17 yards on two receptions against the Seahawks in Week 14.
All Texans receivers took a back seat to Andre Johnson in the first half, and the big lead never gave Walter a chance to make up ground in the second half. Despite the favorable matchup against the Rams next week, Walter belongs on fantasy benches.
