ESPN's Buster Olney writes that that unless offers improve, the Cubs' current plan is to keep Ryan Dempster and make a qualifying offer this offseason to receive draft pick compensation. It's all part of the negotiation process, as the Cubs aren't satisfied with the Dodgers' current offer. The Dodgers have the upper hand in talks at the moment, as Dempster has made it clear that he would prefer to pitch in Los Angeles rather than Atlanta.
