ESPN's Paul Kuharsky expects the Titans to let free agent CB Cortland Finnegan test the open market. We pegged Finnegan as a franchise tag candidate immediately after the season, but it's since become clear that the Titans aren't willing to pay him in excess of $10 million annually, be it either on a one-year or long-term deal.
