Clemson HC Dabo Swinney said of proposed changes to the transfer rule, "You look at what's on the table now is free agency and total chaos."

"I understand there needs to be some changes, needs to be some modernization. But we've got to find the right balance," Swinney said. It's fair to note that the current proposed rule change would -- in part -- allow players to transfer without sitting out a year if their coach is fired or moves on. This is not, contrary to what Swinney alludes to, a case where the NCAA is looking to implement a free-for-all transfer system. The coach notes that part of the reason he's opposed to opening up restrictions completely is that it can be helpful for players to grow and learn when the chips are not falling for them, rather than giving them the option to immediately cut bait and run. A vote on the current proposed change to the transfer rule is expected to potentially take place this summer.

Penn State senior DL Torrence Brown is retiring from football.

"Due to multiple injuries and surgeries, my career at Penn State has come to an end," Brown said in a statement. "It has been tough coming to terms with this news but I know that everything happens for a reason and God will continue to guide me." It's a significant loss for the Nittany Lions defense, as Brown has shown flashes of being an elite pass-rusher in his time with Penn State. His career was littered with injuries, however, and knee issues saw him miss all but three games in 2017.

Sources tell Chick Hernandez that the Board of Regents believe that Maryland HC D.J. Durkin, Athletic Director Damon Evans and school president Dr. Wallace Loh should all be relieved of their positions.

Hernandez hears that an announcement from the school could come within the next two weeks, with former Maryland basketball coach Gary Williams the favorite to become the new Athletic Director. This comes after the Board of Regents voted unanimously to take over the investigation into the death of deceased offensive lineman Jordan McNair. The school is currently investigating both whether or not the staff followed proper protocol in the treatment of McNair, along with a report of a toxic culture around the football program. We'll have more on this developing story as updates are provided.

Former Michigan junior WR Eddie McDoom has transferred to USF.

McDoom announced that he had left the team on August 9, and he's found his landing spot in South Florida. The 6-foot, 180-pound receiver didn't play often in his two years with the Wolverines; making 24 total catches with just eight of them coming in 2017. He's a former four-star recruit who showed flashes during his freshman campaign, however, so he could be a contributor to the Bulls. Assuming he doesn't receive a hardship, he'll have to sit out the 2018 season before having two years of eligibility with USF.

UCLA senior LB Josh Woods will miss the 2018 season with a knee injury.

Woods was expected to be a big part of the UCLA defense, so this is a significant blow for the Bruins and their hopes of competing in the Pac-12 South. He appeared in seven games and recorded 30 tackles for UCLA in 2017 before his campaign ended because of a shoulder injury. Expect redshirt sophomore Lokeni Toailoa to get significant playing time with Woods (6'3/235) out.

Wisconsin junior WR Quintez Cephus announced he was taking a "forced leave of absence" from the Badgers while he deals with a legal issue.

Cephus was informed by the Dane County (WI) District Attorney’s office that they will pursue unspecified charges against him for an incident that took place in April. The specifics of what that charge is has yet to be released. Cephus led the Badgers in receiving touchdowns in 2017 with six, and is expected -- assuming he's back with the club -- to be one of the go-to targets in the Wisconsin passing game. Wisconsin is expected to release a statement on the issue in the coming days.

Saturday afternoon it was reported that Georgia freshman RB Zamir White suffered a torn ACL in his left knee.

White (6'0/215) suffered the injury while on special teams during an intra-squad scrimmage, and as a result he's likely to miss the 2018 season. This is the second ACL tear that White has suffered in less than a year, as he tore the ligament in his right knee last November. Cleared to participate when Georgia opened fall camp, White did so with a brace on his right knee. With the highly-regarded freshman sidelined, junior Elijah Holyfield is likely to see even more reps behind expected starter D'Andre Swift.

Penn State redshirt junior QB Tommy Stevens was wearing a walking boot on his right foot during the team photo shoot on Saturday.

This is not the first time we have seen Stevens in a boot, as he was also wearing one during spring practices. The exact nature of his leg injury is not known, nor is it known whether he will be available for Penn State's opener against Appalachian State on Sept. 1. His immediate absence wouldn't be felt by the team in any tangible way, but would become problematic should starter Trace McSorley suffer an injury. Redshirt freshman Sean Clifford will likely back up McSorley so long as Stevens is sidelined.

TCU sophomore QB Shawn Robinson has been named starter for the upcoming season.

This was one that's been more/less a foregone conclusion since Kenny Hill exited stage left this winter having expended his collegiate eligibility. Horned Frogs HC Gary Patterson played coy during the spring and summer -- in mid-July he let on that Robinson "probably" had the edge in competition -- but the cat's officially out of the bag now. The 6-foot-2, 228-pound Robinson had one start last season, when Trill was unavailable versus Texas Tech due to a concussion. In that initial foray of extended action, he hit on just 6-of-17 passes for 85 yards and a touchdown while rushing for an additional 84 yards. While these numbers are plenty forgettable, it should be remembered that Robinson was playing as a true freshman at the time and had not received any serious run prior to that late November contest. Coming out of high school, the 247Sports composite board ranked the four-star signal-caller as the No. 198 overall prospect in the 2017 class.

Texas Tech junior QB McClane Carter handled the bulk of first-team reps in practice this week.

Carter (6'3/220) is competing in camp with Jett Duffey for the right to start in HC Kliff Kingsbury's high-octane attack this coming season. This has been one of the steadier competitions of August, with Carter consistently seeing first-team work ahead of his compatriot. Kingsbury has not named a starting quarterback for the Red Raiders' opener against Ole Miss, but we would be surprised at this juncture if Carter finds himself backing up Duffey to open the year.

Ohio State's investigation into HC Urban Meyer's role in the case of former WR coach Zach Smith is expected to conclude on Sunday.

Buckeyes president Michael Drake said earlier this week that the investigation was not a concrete timetable and would be "finished when it's finished," but it actually appears that this will, indeed, be wrapping up right around the initial 14-day estimation laid out when the investigation began. The results of the inquiry will be shared with OSU's board of trustees next week, after which a decision figures to come down the pike one way or another on Meyer's fate. One possible split-the-middle option between firing Meyer and simply moving on would be for the university to suspend the coach to start the year.

LSU junior WR Drake Davis was arrested on Friday on a count of second degree battery.

While he was technically booked on the count of second degree battery, Davis' arrest on Friday was the culmination of an apparently long, troubled history of alleged abuse toward his ex-girlfriend, with four incidents -- including allegations of multiple strangulations -- said to have occurred between April of 2017 and June of the current year. LSU has moved to indefinitely suspend the wideout following his arrest. At this juncture, it's very possible this suspension lasts into the regular season, as quick legal turnarounds are rare in these kinds of cases. While Davis played in all 13 of LSU's games last season, the speedy wideout managed just three catches for the campaign. We could see some rejiggering on the depth chart with his being suspended, but we don't count this as a major loss.
