David Phelps will start for the Yankees Thursday against the Royals.

Phelps, as expected, will take Freddy Garcia's spot in the rotation. He holds immediate fantasy intrigue. Phelps has been stellar out of the bullpen this season, posting a 3.57 ERA and 1.08 WHIP over 17 2/3 innings. A former 14th-round pick, Phelps posted a nice 3.19 ERA and 90/26 K/BB ratio over 107 1/3 innings at Triple-A last season. He's a must-own in all AL-only leagues and holds interesting matchup potential in mixed leagues.

Dodgers GM Farhan Zaidi confirmed Tuesday that Corey Seager will not require surgery on his right elbow.

Seager battled right elbow problems down the stretch in 2017 and at one point indicated that an offseason procedure might be necessary, but his rehab has been going smoothly and he's expected to be 100 percent by the beginning of spring training in February. The young shortstop slashed .295/.375/.479 with 22 homers and 77 RBI over 145 regular-season games this past year for the National League champs.

Yankees GM Brian Cashman acknowledged Tuesday that he has been having conversations with the agent for Todd Frazier.

Frazier posted a decent .788 OPS with 11 home runs and 32 RBI in 66 games this past season for the Yankees after they acquired him from the White Sox on July 19. Chase Headley was traded to the Padres on Tuesday morning, leaving a clear vacancy at third base in New York. It's a pretty good fit.

Rockies GM Jeff Bridich has denied rumors that the Rockies are engaged in trade talks for Marlins outfielder Marcell Ozuna.

Clark Spencer of the Miami Herald mentioned the Rockies as a suitor for Ozuna on Tuesday morning. A couple hours later, Bob Nightengale of USA Today pegged the Cardinals as the favorites to acquire the 27-year-old slugger. There's also believed to be interest coming from the Rangers, Nationals, and Blue Jays. Ozuna posted a stellar .312/.376/.548 batting line with 37 home runs and 124 RBI in 159 games this past season for Miami and he is under control through 2019.

Dodgers GM Farhan Zaidi said Tuesday at the Winter Meetings that the club is engaged in "active dialogue" with free agent starter Yu Darvish.

Darvish had a dreadful showing for Los Angeles in the 2017 World Series, but he posted a 3.44 ERA, 1.148 WHIP, and 61/13 K/BB ratio over 49 2/3 regular-season innings after being acquired from the Rangers and the 31-year-old right-hander ranks as the top available pitcher on the open market this winter. He's also said to be drawing serious interest from the Astros, Twins, and at least four other teams.

Jon Heyman of FanRag Sports says the Reds and Giants are "not matching up" on a Billy Hamilton trade.

ESPN's Buster Olney adds that the Reds are engaged with other organizations on Hamilton, whom he labels the "ultimate late-inning weapon" for a "big-market team." Hamilton has excelled defensively and on the basepaths, but the 27-year-old center fielder owns a weak .248/.298/.334 career batting line. He carries two more years of control.

Mets general manager Sandy Alderson said Tuesday that the club is inclined to keep Matt Harvey.

Harvey's name has circulated in rumors over the past 24 hours, with the Rangers and Orioles being mentioned most prominently, but Alderson said the club isn't ready to give up on him. "All I’m weighing right now are the opinions of Mickey Callaway and Dave Eiland," said Alderson. "And they don’t want to lose him." The Mets couldn't possibly sell any lower on Harvey and the health of the other members of the rotation remains a concern, so there's a strong argument to keep him around even if there's only a small chance he can show some of his old form.

Mets manager Mickey Callaway indicated Tuesday that he might not have a dedicated closer in 2018.

Instead, Callaway would prefer to make his decisions based on the situation. It's a refreshing way to think about things, though obviously any plan is subject to change. Jeurys Familia and A.J. Ramos are at the top of the depth chart, but the Mets could still add another name to the mix soon.

The Cardinals have emerged as the favorites to acquire Marcell Ozuna from the Marlins, reports Bob Nightengale of USA Today.

Nightengale notes that "no decision" has been made yet, but chatter has picked up since the club was able to trade Giancarlo Stanton. It's worth remembering that the Cardinals were in the mix for Stanton, so the Marlins already have a pretty good idea about what they like in the club's minor league system. Ozuna has also draw interest from the likes of the Rangers, Nationals, Rockies, and Blue Jays.

Ken Rosenthal of The Athletic reports that the Phillies have had "ongoing discussions" with free agent reliever Addison Reed.

The Phillies have reportedly inked Pat Neshek to a two-year, $16.25 million contract, but they apparently aren't done improving their bullpen. Reed will be more costly and perhaps require another year. He posted a 2.84 ERA and 76/15 K/BB ratio over 76 innings this season between the Mets and the Red Sox.

Rays acquired INF Ryan Schimpf from the Padres for INF Deion Tansel.

Schimpf hit just .158 with a .284 on-base percentage in 53 games with the Padres this past season, but he put up 14 homers and a .424 slugging percentage. The 29-year-old strikes out a ton and hits the ball in the air more than anyone, so putting up a decent batting average will be a struggle, but there's no doubting his power. The Rays are willing to take a chance to see where he could fit.

Padres acquired 3B Chase Headley, RHP Bryan Mitchell and cash considerations from the Yankees for OF Jabari Blash.

This is strictly a salary dump for the Yankees while the Padres are willing to take a shot on Mitchell turning the corner. Headley, who turns 34 next May, batted .273/.352/.406 with 12 homers and 61 RBI over 147 games this past season. He's owed $13 million in 2018. The reunion with Headley gives the Padres some flexibility to consider other trades.
