It is not believed that Beanie Wells (toe) will need surgery.

Wells' injury is being described as "severe turf toe." It's essentially a sprain or tear of the ligaments around the big toe, causing an inability to push off from the joint. "With the type of injury [Wells] has, we anticipate six to eight weeks at least before he'll be ready to go," coach Ken Whisenhunt said. "So if you look at where we still have games left, it will be good to have him back at that point."

Panthers coach Ron Rivera said Cam Newton (shoulder) is on track to play Thursday night against the Jaguars.

Newton has been throwing in team drills this week, and he has apparently looked comfortable enough to send him out for the "dress rehearsal." It would not be surprising if he played fewer snaps than the rest of the starters, however. There was not really any doubt before, but Newton will obviously be ready for Week 1.

The Cincinnati Enquirer's Paul Dehner Jr. expects sophomore Tyler Boyd to be the Bengals' second most productive wide receiver.

With No. 9 overall pick John Ross in a limited role to start the season, Dehner thinks Brandon LaFell will get the official No. 2 designation, but he expects Boyd to be more productive. Ross' role is expected to grow as the season goes on, however, and A.J. Green and Tyler Eifert should dominate targets as long as they are healthy. Despite the positive news, Boyd is not a fantasy option in standard-sized leagues.

The Cincinnati Enquirer's Paul Dehner Jr. expects No. 9 overall pick John Ross to have a limited role early in the season.

Dehner expects the team to "create packages" for the speedster early while expanding his role as the season goes along. It is not surprising considering Ross sat out the entire offseason program and the first two-plus weeks of training camp. With Ross limited, Dehner expects sophomore Tyler Boyd to be the second most productive receiver behind A.J. Green.

Bills coach Sean McDermott said Jordan Matthews (chest) is expected to be ready Week 1.

After getting in limited work on Sunday, Matthews also expressed confidence he will be ready. Considering he was hurt during his first practice with the team, there is reason to worry about how integrated Matthews will be in the offense come Week 1, but Anquan Boldin's retirement means he should have the slot role all to himself. Despite the injury, Matthews is a value pick at his current 10th-round ADP.

Bills coach Sean McDermott said LT Cordy Glenn (foot) is on track for Week 1.

McDermott had expressed some concern about the lingering foot injury, but the Bills never took any real action to bolster the left tackle spot, suggesting they always expected Glenn to be on the field Week 1. Glenn will participate on a limited basis during Tuesday's practice.

Jets coach Todd Bowles said he will announce his starting quarterback next Monday.

Bowles wants to watch the tape of the third preseason game before making a final decision, but the competition is all but wrapped up after Christian Hackenberg laid an egg on Saturday night. At this point, it would be a shock if Josh McCown was not named the starter for Week 1. That said, McCown's injury history suggests Hackenberg and perhaps even Bryce Petty will get a chance at some point.

Steelers.com's Bob Labriola believes TE Jesse James is the locked-in starter.

According to Labriola, James has not faced a "serious challenge" to his spot atop the depth chart. It is disappointing after Xavier Grimble earned some buzz this offseason, but he apparently has struggled with consistency. James is not going to threaten any yardage records, but he could score a few touchdowns for owners in deeper leagues or two-TE formats.

The Baltimore Sun's Jeff Zrebiec believes Buck Allen "has been the Ravens’ most effective back."

Early in camp, Zrebiec reported Allen was showing well, and he has continued that into the preseason, gaining 61 yards on 18 carries and catching six passes for 27 yards for an offense which has struggled to get anything going. Allen even got run with the first-team in the second preseason game. He looks locked into a roster spot, and he could push Danny Woodhead and Terrance West for touches.

Eagles RB Wendell Smallwood (hamstring) returned to full practice on Monday.

With LeGarrette Blount struggling, Smallwood is returning to full health at the right time, and he has a fan in OC Frank Reich. "You know, I think Wendell is a true three-down back," Reich said. "He is a very versatile back who knows protections very well, who runs good routes, who catches the ball well. And then I think he's a slashing runner on first and second down, so we like that combination." Now healthy, Smallwood could push for the starting job.

Browns coach Hue Jackson hopes to name a starting quarterback by Wednesday.

Jackson said he has an "idea" of who will be the starter, but he wants to "watch the tape" of Monday night's game before making a final decision. Brock Osweiler got the start again on Monday night, but he once again struggled with ball placement and had a ball tipped and intercepted at the line. DeShone Kizer led two scoring drives, but he held the ball too long and had a couple very questionable throws. With solid talent on offense, the Browns could surprise if the quarterback situation cooperates.

Raiders LT Donald Penn is expected to end his holdout this week.

Set to earn $5.8 million in the final year of his deal, the 34-year-old was likely hoping to get a raise and perhaps another couple years tacked onto his deal. That has not happened to this point, but returning to camp could open the door to negotiations -- GM Reggie McKenzie said he will not negotiate with players who are not at camp. If Penn returns early in the week, he could be ready for a cameo in the third preseason game on Saturday.
