49ers RE Justin Smith is recovering from an offseason "procedure," but should be ready for training camp.

Coming off yet another terrific season, Smith is entering his age-35 campaign. After seeing his snaps reduced in 2013 in an effort to keep him fresher, Smith's play count could dip again in 2014 with DL Tank Carradine healthy and added to the mix. Smith has missed just three games in his 13-year career.

NFL.com's Mike Garofolo reports Sammy Watkins will test out his injured foot on Wednesday or Thursday, and that it will determine his Week 4 availability.

Per Garofolo, "there are no structural issues" with Watkins' foot, and it remains "an issue of pain tolerance." Watkins tried to play through the injury on short west in Week 2, but had a sub-par night against the Jets' leaky secondary. It sounds like Watkins will probably be listed as "DNP" on Wednesday. Even a limited session Thursday would have him tentatively on track to return against the Patriots.

Bears placed CB Kyle Fuller on injured reserve with a knee injury.

Fuller underwent a "scope" in mid-August, but has healed much slower than expected. The Bears, who are outright deceitful with injury information, may not have disclosed the true nature of Fuller's operation. It's another gut punch for the league's most injured defense. Fuller played 1,038 effective snaps last season. He could be designated as the Bears' "return" player off injured reserve, but for now Chicago must move forward with Tracy Porter, Jacoby Glenn and Bryce Callahan as its top three corners. It's not a good situation. Fantasy players need to keep targeting the Bears' defense.

The Dolphins plan to stick with their four-back rotation for Thursday night's game against the Bengals.

It's a situation to avoid for fantasy purposes. Kenyan Drake led the Week 3 backfield in snaps and touches, but only narrowly over Jay Ajayi. Isaiah Pead and Damien Williams both saw more than 10 snaps. Neither Drake nor Ajayi is a recommended RB3 while Arian Foster (groin) remains sidelined.

Jarvis Landry (shoulder) returned to Dolphins practice Tuesday.

The Dolphins were just managing Landry's reps on Monday. He'll be good to go against a Bengals defense that's been surprisingly vulnerable against the pass thus far this season.

Bears signed RB Joique Bell.

Bell hasn't been an effective player since 2012, averaging 3.8 yards per carry over the past three seasons, but the Bears needed to add a back with Jeremy Langford (ankle) and Ka'Deem Carey (hamstring) down. Bell will probably have an immediate Week 4 role behind Jordan Howard, but won't be a recommended fantasy option in any format. Bell's arrival doesn't ding Howard's upside. Someone has to back the rookie up.

Redskins signed C John Sullivan.

Kory Lichtensteiger has a season-ending calf injury, so Sullivan will slide in as the Redskins' immediate starter. Sullivan was one of the most durable players in the league from 2009-14, but missed all of 2015 with a back injury. He remained highly effective in 2014, but is now 31. He couldn't make it to final cuts in Minnesota. The pivot will remain a concern in Washington.

ESPN's Ed Werder reports Mohamed Sanu (shoulder) is expected to be fine for Week 4.

Sanu missed the second half of Monday's win, but appears to have avoided major injury. Sanu was been a big part of the Falcons' offense through three games, but at less than full health against the Panthers' stout defense, he'll be a low-upside WR4 if he indeed suits up Sunday.

Steelers coach Mike Tomlin said to expect "a lot" of Le'Veon Bell against the Chiefs in Week 4.

Rather than easing him in, it looks like Bell will be full throttle in his return from a three-game suspension. "Rest assured, you're going to see Le'Veon Bell and a lot of him Sunday," said Tomlin when asked about Bell's workload. DeAngelo Williams enjoyed a strong opener but fizzled out over the last two weeks. Bell is going to be heavily involved in every facet of the Pittsburgh offense and makes for a no-brainer RB1 in all formats.

ESPN's Ed Werder reports the Patriots are "hopeful" Jimmy Garoppolo (shoulder) and Jacoby Brissett (thumb) will both be available for Week 4 against the Bills.

Garoppolo almost played against Houston last week and has reportedly made steady progress in his recovery from a sprained AC joint. Meanwhile Brissett wasn't wearing any protective covering on his sprained thumb during the Patriots' media availability on Tuesday. The Pats only need to cobble together one more week of Garoppolo and Brissett before Tom Brady makes his return in Week 5.

Eli Rogers (toe) is wearing a boot on his left foot.

Rogers injured himself about halfway through Sunday's loss to Philadelphia. Coach Mike Tomlin is calling him "very questionable" for Week 4 against Kansas City. That will be the Sunday night game this week. If Rogers can't go, Sammie Coates would start in three-wide sets along with Antonio Brown and Markus Wheaton.

ESPN's Bob Holtzman reports Tyler Eifert (ankle) is expected to miss Week 4 against the Dolphins.

Eifert has hinted at a return this week but with Cincinnati playing on Thursday night, time is not on his side. He hasn't gone through a full practice yet and has yet to make an appearance in 11-on-11 drills. The Bengals are still calling him a game-time decision, but he's looking closer to doubtful than probable. Even if Eifert played this week, he would have been on a snap count. Look for Eifert to return in Week 5 against Dallas.
