Seahawks signed No. 27 overall pick Rashaad Penny to a four-year contract.

The deal includes a team option for 2022. A post-Combine riser, the Seahawks traded down in the first round to land Penny. The coaching staff has raved about Penny's feature back traits this offseason, and he's expected to open the year in an every-down role. Playing in a run heavy offense, Penny has a chance to push for 250-plus carries as a rookie.

Jaguars owner Shad Khan withdrew his offer to buy Wembley Stadium in London on Wednesday.

"Mr. Khan he expressed to us that, without stronger support from within the game, his offer is being seen as more divisive than it was anticipated to be and has decided to withdraw his proposal," a spokesman for The Football Association said. There had been rumors bubbling up recently that Khan had planned to move the Jaguars to London in the near future. This would seem to squash those. By all accounts, Khan has remained more than committed to Jacksonville.

T.J. Yeldon (foot, ankle) is not practicing Wednesday.

Leonard Fournette (hamstring) is also idle on Wednesday. Yeldon touched the ball just 11 times last week in the blowout loss to the Cowboys and had previously been listed with an ankle issue back in Week 4. The foot thing is new. Jamaal Charles and David Williams are the Jaguars' healthy backs.

Leonard Fournette (hamstring) is not practicing Wednesday.

It's progress, however. The past two weeks, Fournette has been ruled out very early in the week before we even get to Wednesday. Fournette was on a side field last Friday when coach Doug Marrone said he had a "chance" to play Week 7 against Houston. We ultimately consider him doubtful.

Josh Allen (elbow) will miss at least the next two or three games and will be week to week after that.

A second opinion on his elbow from Dr. James Andrews confirmed that Allen has UCL damage to his throwing arm, but he will not need Tommy John surgery. Instead Allen will rest and rehab with the hope that he can return in about one month. With Allen out, the Bills can either start Nathan Peterman or Derek Anderson, who they signed just last week. Streaming defenses against this Bills offense is an attractive strategy.

ESPN's Vaughn McClure reports Devonta Freeman (injured reserve) will undergo groin surgery on Thursday.

Freeman injured both his foot and groin in his Week 5 return against the Steelers. He mulled playing through the groin issue but opted to go under the knife. He will be a candidate for return from injured reserve but must sit a minimum of eight weeks. Tevin Coleman and Ito Smith could form a near-even committee in Freeman's absence.

Santos spent two games in L.A. His release should mean Greg Zuerlein is returning for Week 7 against the 49ers.

Speaking Tuesday, Jon Gruden gave Derek Carr a vote of confidence as the Raiders' quarterback.

"He is the strength of this football team," Gruden said. "He is on my watch. I said it when I got here, if he doesn't play well, I've failed." This goes beyond a normal coachspeak vote of confidence. Gruden seems completely sincere. Plus, the Raiders don't have a legitimate option behind Carr. Gruden has actually managed to dramatically increase both Carr's completion percentage and yards per attempt, but Carr has been a turnover machine and seemed to lack confidence at times. He was unspeakably bad in the Raiders' London loss to the Seahawks. The duo has two weeks to draw something up for the Colts in Week 8.

Although WLB K.J. Wright (knee) will practice when the Seahawks come off their bye in Week 8, he is considered unlikely to return against the Lions.

Wright apparently had a setback sometime in September but has "had a couple really good days" of late, according to coach Pete Carroll. Wright "ran hard" in Week 6. He's week to week with perhaps Week 9 or 10 his most likely date for return.

Raiders coach Jon Gruden admits the team is concerned about Marshawn Lynch's groin injury, and that it could be a long-term issue.

Yikes. It sounds like Lynch will be seeing some doctors during the Raiders' Week 7 bye. Ageless Lynch has a been rare bright spot for Jon Gruden's unmitigated disaster of a team so far this season. His loss would be massive on offense. Although Jalen Richard is catching a ton of passes, Doug Martin is the next man up for Lynch's role.

Raiders released LB Derrick Johnson.

35-year-old Johnson started Week 1, but the Raiders quickly realized his legs were gone. He had played more than 20 snaps in a game just once since Week 2. Johnson was an All Pro-type player for the Chiefs during his prime, but twin Achilles' tears sapped his explosion as he aged. It was always a poor plan for the Raiders to feature him this season.

49ers signed QB Tom Savage.

The NFL's "meritocracy" strikes again. The 49ers have wanted to add a third quarterback since Jimmy Garoppolo was lost for the season. For some reason they have settled on Savage, one of the worst quarterbacks we have ever seen take regular snaps in the NFL. Savage has zero movement skills or accuracy. It would be pure cataclysm for the 49ers were he forced into a game behind C.J. Beathard. Considering the reckless nature of Beathard's game, Savage could certainly see snaps. Second-year UDFA Nick Mullens is the other quarterback on the roster.
