Baseball America's Jim Callis reports that the Pirates failed to reach an agreement with first-round pick Mark Appel.
Appel is the only first-round pick not to sign. The 20-year-old right-hander ended up falling to No. 8 overall in last month's First-Year Player Draft after reportedly turning down a $6 million bonus from the the Astros. The Pirates were willing to go as high as $3.8 million to sign him, well north of the slot recommendation of $2.9 million, but it was always going to be a tough sell, especially with Scott Boras functioning as his advisor. The Pirates will get the ninth pick in next year's draft while Appel will return to Stanford for his senior season. This is quite a risk Appel is taking.

Jon Heyman of CBS Sports reports that Mark Appel is leaning toward turning down a $3.8 million offer by the Pirates and returning to Stanford.
Appel, a Scott Boras client, was projected in just about every mock draft to go first overall. He reportedly turned down a $6 million offer by the Astros, so rejecting an offer for half as much (slot for the eighth pick is roughly $3 million) has always been seen as a decent possibility. The Pirates are handcuffed by the new CBA agreement. On draft day, they were handcuffed by the idea of draft value. If Pittsburgh violates their draft pool allocation, it will result in forfeiture of their 2013 first-round pick. Appel -- or, more accurately, the Pirates -- could be the first casualty of the new system.

Appel, a Scott Boras client, was projected in just about every mock draft to go first overall. Instead, the Astros selected Carlos Correa and Appel tumbled to the Pirates at No. 8. Most believed Appel's asking price was to blame for his fall, but no one had been able to confirm what Boras was seeking. If Appel and Boras don't lower their demands significantly, there is a chance Appel won't sign. The Pirates have roughly $3 million to spend on the hurler with the No. 8 slot allotment and could potentially scrounge together another million by skimping on bonuses to other draftees. If Pittsburgh violates their draft pool allocation, it will result in forfeiture of their 2013 first-round pick.

The Pirates selected Stanford RHP Mark Appel with the No. 8 pick in the 2012 draft.
Houston shocked the baseball industry, and drew gasps from MLB Network's draft commentary team, when they passed on Appel, the presumed first pick, and selected Carlos Correa. Teams continued to pass, much to Pittsburgh's delight, even though they needed offense more than pitching. Appel looks like a prototypical ace at 6-foot-5, 215 pounds. He has hit 100 mph on the radar gun and was 9-1 with a 2.37 ERA and 116/24 K/BB rate in 110 innings during Stanford's regular season. He isn't without detractors, however, with some draft experts leaving Appel outside their Top-3 available prospect lists, mostly because scouts feel hitters pick the ball up easily out of his hands due to Appel's effortless delivery which doesn't deceive.
