Restricted free agent CB Sam Shields was absent from the start of Packers OTAs Tuesday.
It would have been surprising if Shields
did
report, as he's yet to sign his tender. "Sam Shields is a young player and our program speaks for itself and how young players develop year to year," coach Mike McCarthy said. "I wish Sam was here." Coming off a solid, if injury-marred, campaign, Shields is a candidate for a long-term deal.

The Packers are still talking with restricted free agent CB Sam Shields about a long-term contract.
Nothing is imminent as Shields is at least third in line for a new deal behind Aaron Rodgers and Clay Matthews. There's no urgency because he'll eventually sign the one-year, $2.02M RFA tender. Per Pro Football Focus, Shields graded out as a top-eight corner in coverage last year.

The two sides couldn't work out a long-term deal, so the Packers ensure that Shields will remain under club control via the tender. Coming off an injury-plagued 2012 campaign, the former undrafted rookie out of Miami enters this offseason as a starting corner opposite Tramon Williams.

The Packers will place at least a second-round tender on Shields, and could look to sign him to an extension rather than pay him the roughly $2 million he would count against the cap on a one-year deal. Shields missed significant time due to injury in 2012, but will return in a starting role with Green Bay.
