Bills selected Florida State QB E.J. Manuel with the No. 16 overall pick.
Manuel (6-5, 237) inherited Florida State's quarterback job from Christian Ponder for his final two seasons and completed 66.8 percent of his passes with a 41:18 TD-to-INT ratio, while rushing for eight touchdowns. Manuel is a great athlete with 4.62 speed and a 34-inch vertical, and could be a read-option weapon once he irons out his many kinks as a passer. Despite the lofty college completion rate, Manuel's accuracy is maddeningly scattershot beyond five yards and he seems virtually untrained in terms of pocket feel and footwork. He's a big project. Sports Illustrated's Peter King was told by Jon Gruden that Florida State QB E.J. Manuel has a "powerful vibe" around him.

"He'd be a fun guy to coach. Very fun. Can call any play. He can run any play. Upbeat. Powerful vibe around him. People just like him. They want to be around him. Loves the game. I really, really like this kid," Gruden told King about Manuel. The Florida State quarterback is a fast riser up draft boards, which has been because of the league's desire for mobile quarterbacks. Manuel is just that, and he offers upside as a passer.

Mary Kay Cabot of the Plain Dealer reports the Cleveland Browns will work out FSU QB E.J. Manuel.

Manuel will also be working out for the Cincinnati Bengals, per Joe Reedy. The quarterback is a questionable fit for the Browns, as he isn't the most accurate passer downfield. However, he could be a quality fit for the Bengals because he excels in the short to intermediate range and can move the pocket with his feet.

FSU's E.J. Manuel and the Philadelphia Eagles has been a match former NFL scout Daniel Jeremiah has heard frequently.

The link makes some sense, since Chip Kelly showed he likes quarterbacks with mobility during his time at Oregon. However, Kelly also values quick decisions and accuracy, so he isn't limited to athletic passers. We are starting to believe Manuel will go in the second-round at the latest.

CSN Philly's Geoff Mosher reports the Philadelphia Eagles will work out FSU QB E.J. Manuel.

Manuel would be a good fit in Chip Kelly's system, as it would significantly feature his athleticism while he develops as a passer. Manuel has made it clear in the past that he'd love to play for the Eagles and Kelly. Now there's a chance that he does.

NFL.com's Daniel Jeremiah gave FSU QB E.J. Manuel a third round grade.

"Gave EJ Manuel a 3rd rd grade. Needs time to develop. Love his size but ? his pocket movement/field awareness. Liked J. Freeman better," Jeremiah tweeted. "EJ Manuel similar to V. Young in a couple areas: same build, long striding runner, raw footwork... VY better playmaker, EJ better makeup." Manuel is raw but appears to have all the physical tools and upside to go earlier in the draft than Jeremiah's grade.

NFL Network's Mike Mayock believes FSU QB E.J. Manuel is a better prospect than Christian Ponder was coming out of college, and the former has more upside.

"In all honesty, I had Ponder a second-round guy and Minnesota took him pretty high and the jury is still out there," Mayock said. "I think this kid as better arm talent, he's a bigger, more physical specimen, and really his ceiling is higher. Now I don't know if his floor is as high, but his ceiling is higher."

The Toronto Sun's John Kryk reports FSU QB E.J. Manuel worked out for the Buffalo Bills on Monday.

The Bills are in search of a quarterback and are exploring all options in the draft. They have private workouts scheduled with five to six of the quarterback prospects. Bills GM Buddy Nix places emphasis on intangibles, which Manuel should pass with flying colors. Manuel could be an option for the team in the second round or maybe even the first.

NFL.com's Daniel Jeremiah doesn't believe FSU QB E.J. Manuel is a franchise QB.

"I think he's more of a project, I think he's someone you work with. You try and develop him for a couple of years and maybe you can have someone that can start for your football team down the line. But never did I watch him and think I was watching a franchise quarterback," Jeremiah said. "I saw someone that had very raw footwork, needed to get better in that area. I saw someone that had some really poor misses on tape. You don't want to see that from a franchise guy." He added that what Manuel does is not "natural" to him and "not easy".

Former NFL Scout Russ Lande feels comfortable charting FSU QB E.J. Manuel as a late first or early second-round prospect.

Lande adds that he really likes Manuel as a prospect. "I did not see struggles reading defenses, but did occasionally see him lock him at times," Lande responded. With the pre-draft buzz building, it certainly appears that Manuel will be selected in the first two rounds.

When discussing the QB class, NFL Network's Mike Mayock said, "if I'm going to make a mistake, I'm going to make it on an athletic guy."

Mayock was likely referring to E.J. Manuel, but Matt Scott is another possibility. "I don't like this quarterback class," he added. This is definitely the kind of internal battle teams will have when evaluating quarterback prospects, and it likely comes down to a willingness to alter their offensive gameplan.

NFL Network's Mike Mayock now ranks FSU QB E.J. Manuel as the second best player at his position.

Geno Smith still tops the list, but Manuel leapfrogged USC's Matt Barkley. Mike Glennon, Ryan Nassib, and Tyler Wilson round out the top six. Beyond Mayock's rankings, this makes us think that Manuel will be selected much earlier than was expected at the start of the draft process, maybe even in the first-round.

Houston Texans head coach Gary Kubiak didn't rule out the possibility of drafting a QB in April.

"In this business, you better be looking for young quarterbacks you think have a chance to be a 10-, 12-year guy," Kubiak said. "This year will be no different." There isn't one quarterback that stands out from the rest but FSU's E.J. Manuel would be a very good fit for the Texans' offense. Manuel is athletic and accurate on intermediate routes.

Philadelphia Eagles head coach Chip Kelly said he would like a chance to coach FSU QB E.J. Manuel.

Kelly is the latest person to draw attention to the FSU quarterback, who has been in the news a lot recently. NFL Films' Greg Cosell recently said Manuel is "capable of running" the read-option, which is what Kelly is likely to be bringing over from Oregon.

Scouts Inc.'s Matt Williamson predicts FSU QB E.J. Manuel will go in the top 40 selections in the 2013 draft.

This is the highest we've seen Manuel predicted. The Florida State quarterback has the physical talent to be considered early in the draft, but he's been far too inconsistent in college. In January, NFL Network's Mike Mayock said he was told Manuel was expected to be selected in the third- to fourth-round.
