Angels GM Jerry Dipoto said Thursday that Tony Pena (elbow) will not be ready for the start of the season.

"He’s a guy we’re not going to count on being 100 percent when spring training begins," Dipoto told the Orange County Register. Pena had Tommy John elbow surgery in August 2011 and hasn't fully recovered.

Pena was limited to just 17 appearances with the White Sox last season before undergoing Tommy John surgery on August 31. That the Angels signed him is a good sign that he is coming all well in his rehab.

The 29-year-old is expected to see Dr. Jobe in California this week before a decision is made about surgery. He has a 6.20 ERA and 17/10 K/BB ratio over 20 1/3 innings this season.

Tony Peña had to leave his rehab outing Wednesday after just four pitches due to right elbow discomfort.

Peña has been out since late May with elbow issues and this is the second setback he's had during his rehab. He'll be reevaluated Thursday, but you've got to think season-ending surgery might be in the cards at this point.

He suffered a setback in his first attempt at a rehab assignment, but will try to make in back to the majors within the next couple of weeks. He will be evaluated on Monday. If Pena checks out, the White Sox will send him to Triple-A Charlotte for a rehab assignment. "As long as he's sore, we can't do anything now," White Sox manager Ozzie Guillen said. Pena has been on the disabled list since May 28. The 29-year-old right-hander had a 6.20 ERA in 17 relief appearances before hitting the shelf.

Pena will head to Chicago on Monday afternoon to have his once-sore right elbow examined by White Sox team doctors. If everything checks out fine, he could be activated from the disabled list at some point this week. The 29-year-old right-hander had a 6.20 ERA in 17 relief appearances before landing on the disabled list.

‘‘When he gets close enough, the first step will be a rehab assignment,’’ White Sox manager Ozzie Guillen said. ‘‘But I think that’s a decision [trainer Herm Schneider] will make. When he can start throwing a little bit, then we’ll decide.’’ Peña remains out indefinitely.

We may now have a reason for his struggles, as Pena has a 6.20 ERA and 1.72 WHIP while walking 10 over 20 1/3 innings this season. It's not clear at this point how long he might be out. Lucas Harrell takes his spot as the long man in the bullpen.

Tony Peña tossed a scoreless inning Saturday while walking and striking out one.

Pena had been shut down for over a week after developing some soreness in his elbow. An MRI came back clean, though, and it appears that he'll be OK.
