Patrick Newman of NPB Tracker reports that the Chiba Lotte Marines are closing in on an agreement with Pirates right-hander Hayden Penn.

Newman passes along the information from a Japanese media report. Penn, 25, is currently pitching with Triple-A Indianapolis. He allowed eight runs over 2 1/3 innings (30.86 ERA) in three appearances with the Pirates in April.

Penn was getting stretched out as a starting pitcher in extended spring training. He's scheduled to start on Tuesday night.

The Pirates have sent Hayden Penn to extended spring training in Florida.

It's a minor surprise, as Penn was scheduled to report to Triple-A Indianapolis. "Now that he's back to being a prospect with us, we want to develop him as a starter," said Pirates general manager Neal Huntington. "In talking through it with Hayden, we felt this was best." It will likely take him a few weeks in order to be properly stretched out.

Penn was designated for assignment last week after allowing eight runs in 2 1/3 innings at the major league level. He'll try to work on some things in the minors with the hope of rejoining the Bucs mid-summer.

The Pirates picked up Penn on a waiver claim at the end of last month and stuck him right in their pen, but he doesn't figure to get a lot of rope if he continues to struggle. The 25-year-old posted a 4.11 ERA in 70 innings at Triple-A last year, but was flogged to the tune of a 7.77 ERA in 22 innings with the Marlins. As a former top prospect, this is a decent no-risk pickup by Pittsburgh. Penn, however, will have to improve his control to stick.

So much for Penn's strong spring. He's given up nine runs in his last two appearances to knock himself out of rotation competition. With his ERA up to 8.31, he no longer looks like a good bet to win a spot as a middle reliver.

The poor outing will hurt Penn's chances of winning a spot in Florida's rotation, but he's still in pretty good position to make the team as a middle reliever, particularly since he's out of options. Going into today, he had allowed three runs and four hits in 8 1/3 innings.

The Marlins wanted one more look at Penn, so they returned him to the 40-man roster over the winter after dropping him last season. He’s still out of options, so if he pitches well this spring, he’ll probably be on some team’s roster to start the year. The Marlins could put him in middle relief if they don’t have room for him in the rotation.
