Neil Wagner made his first minor league appearance since 2014 on Tuesday with High-A Charlotte.

Wagner underwent Tommy John reconstructive elbow surgery in August 2014 and ran into a couple of setbacks in his rehab. But he looked great Tuesday, throwing a perfect inning for the Stone Crabs while touching 95 mph on the radar gun. The 32-year-old right-hander could make his way into the Tampa Bay bullpen at some point this summer.

Rays signed RHP Neil Wagner to a minor league contract.

Sportsnet's Ben Nicholson-Smith says it's a two-year deal that includes an invitation to 2016 spring training. Wagner, 30, was released by the Blue Jays earlier this month after having Tommy John surgery in August. It's no surprise that there was interest in Wagner, whose fastball sat in the mid-90s pre-surgery. If he regains his old form, it could prove to be a nice under-the-radar signing by the Rays.

Wagner, out since mid-June with a strained forearm, threw just three pitches in a minor league rehab appearance with the GCL Blue Jays last Thursday before leaving with elbow pain. The fear is that he could have ligament damage, which could potentially require Tommy John surgery. The 30-year-old has appeared in 46 games with the Blue Jays over the past two seasons.

But the hope for now is that he'll be able to avoid that procedure and the 12-15 month recovery process that comes with it. Wagner had allowed nine earned runs in 10 innings this season for Toronto. He was a valuable middle reliever in 2013.
