Carter, 28, spent most of last season in Japan but held a 3.47 ERA with 79 strikeouts over 62 1/3 innings at Triple-A for the Red Sox in 2013. He's never appeared in a major league game.

The 27-year-old right-hander posted a 3.47 ERA, 1.27 WHIP and 79/23 K/BB ratio over 62 1/3 innings in relief at Triple-A Pawtucket in 2013. The deal includes an invitation to spring training where he'll attempt to secure a spot in the Padres bullpen.
