This confirms a report from Bob Dutton of the Tacoma News Tribune. Miner, 31, posted a 4.40 ERA and 20/17 K/BB ratio in 28 2/3 innings over three starts and 13 relief appearances with the Phillies last year and will provide depth for Seattle.

Remember him? The 29-year-old right-hander spent 2006-'09 with the Tigers, posting a decent 4.24 ERA over 357 innings. Unfortunately, Miner missed all of the 2010 season following Tommy John surgery and has been working his way back ever since. Miner was 5-6 with a 3.90 ERA in 12 starts and 15 relief appearances on the farm. He'll function as a bullpen arm in Philly.

Just a formality, as Miner was designated for assignment earlier this week after missing the entire 2010 season following Tommy John surgery. There's reportedly mutual interest between the two sides, so Miner could still return at a lesser salary. Joel Zumaya and Armando Galarraga will be back, as expected.
