Bears re-signed restricted free agent S Josh Bullocks to a one-year, $1.2675 million contract.

Bullocks initially drew just a low qualifying offer after failing to earn playing time last season, though the team showed it's curiously high on him by giving Bullocks a $500K signing bonus. The Bears still need to add at least one safety this offseason. Bullocks isn't starting-caliber material.

An odd signing last spring, Bullocks has never excelled in coverage and couldn't find consistent playing time at one of the Bears' weakest positions during 2009. Still, he's safe on the roster for now as a former second-round pick. No one would give up such compensation to sign Bullocks away.

Al Afalava (knee) and Kevin Payne (ankle) have been held out of practice this week, putting their status for Monday in doubt. The Bears defense surrendered four TDs to Joe Flacco last week and a season-best outing for Ryan Grant the week before. This is shaping up as a juicy matchup for Brett Favre, Adrian Peterson, Sidney Rice, and Percy Harvin.

The Bears have moved Josh Bullocks to strong safety, where he'll compete with incumbent starter Kevin Payne.

Payne was Chicago's best defensive back after Peanut Tillman last season, so he shouldn't lose his starting job. Bullocks, initially signed to play free safety, has been replaced there by converted cornerback Corey Graham.

Former CB Zack Bowman will work behind him. Bowman has more upside, but Bullocks is a proven tackler with starting experience, and the heavy favorite to start Week 1. It looks like Craig Steltz is behind SS Kevin Payne.

Bullocks, 26, lost his starting job to Kevin Kaesviharn in New Orleans two years ago because he was weak in coverage. He'll compete to start at free safety with 2008 fourth-round pick Craig Steltz, who has a similar profile.

He's lost considerable ground to Kevin Kaesviharn, though, and is unlikely to open the season as a starter. Kaesviharn could prove much more effective in coverage than Bullocks, who had an up and down 2007 campaign.

He's uncertain to be ready for New Orleans' upcoming minicamp year. Bullocks has started 33 games in his three-year career and is entering a contract season. Defensive backfield teammates Mike McKenzie (ACL) and Aaron Glenn (ankle) are also out hurt.

Bullocks had not been on the injury report leading up to the game, so his inactivity was a surprise. Kevin Kaesviharn, who started in his place, had five tackles and two breakups. Bullocks' status for Week 15 is unknown.

The Saints are expected to rotate safeties Kevin Kaesviharn, Roman Harper, and Josh Bullocks this season.

Harper and Bullocks are both natural strong safeties, while Kaesviharn has above-average cover skills and is the most proven playmaker of the bunch. It wouldn't be a surprise to see Bullocks open the year as Harper's backup.

The 2005 second-round pick played well in Jay Bellamy's absence as a rookie. Bullocks is an excellent run stuffer and could be a strong IDP.

Bullocks is a run-stuffing safety that should be an IDP factor before long. Look for him to replace Jay Bellamy eventually, possibly during his rookie season.
