Tarvaris Jackson got the first snaps as the Bills opened OTAs Monday.
Kevin Kolb was the second man through the rotation and first-round rookie E.J. Manuel was third. It's clearly not worth reading into. Jackson is the "incumbent" as he was in Buffalo last year and Kolb is the veteran. Before long, this will be a two-man duel, with Jackson serving as an innocent bystander. The Buffalo News says it won't be easy for Tarvaris Jackson to rise above the No. 3 quarterback this season.

When Jackson signed a one-year deal with the Bills in February, he was convinced that he'd get a legit chance to compete for the starting gig. But now that Kevin Kolb is in town and the Bills plan to spend an early draft pick on a quarterback, he's on his way to being buried once again. T-Jack hasn't started a game since going 7-7 with the Seahawks in 2011.

Tarvaris Jackson is penciled in as the Bills' starting quarterback right now.

After releasing Ryan Fitzpatrick, the Bills are left with Jackson and Aaron Corp at quarterback. Considering Jackson couldn't even rise above Tyler Thigpen on the depth chart last year, it's a major concern. Expect the Bills to add competition early in the draft and/or via free agency. As GM Buddy nix said in a secretly recorded phone call this week, "We gotta get one somehow. Bad time to need it."

Tarvaris Jackson's one-year deal with the Bills has a base value of $1.75 million with only $500,000 guaranteed.

It's a far cry from the originally-reported $4.5 million. T-Jack can make $4.5 million if he hits all playing-time incentives, but he could also be cut before the season and Buffalo would only be on the hook for $500K. Jackson's base salary is $1.25 million. It's the contract of a second- or third-string quarterback.

Bills re-signed QB Tarvaris Jackson to a one-year contract with a maximum value of $4.5 million.

According to coach Doug Marrone, there will be an "open competition" between Jackson and Ryan Fitzpatrick for the starting job. It could just be lip service, but reliable beat writer Joe Buscaglia wondered aloud on Twitter if T-Jax's return is the "beginning of the end for Ryan Fitzpatrick." It's quite possible a third quarterback will be added in the early rounds of the draft. In theory, Jackson is a better fit for the run-heavy system Marrone preferred at Syracuse. The Bills have made it clear the job won't be handed to Fitzpatrick, who's been far too inconsistent since signing a seven-year, $62.2 million deal in October 2011.

Buffalo oddly gave up a draft pick for Jackson during the offseason and never even elevated him to No. 2 on the depth chart. He spent the entire season as the Bills' third-stringer behind Ryan Fitzpatrick and Tyler Thigpen. Jackson, who turns 30 in April, is now scheduled for unrestricted free agency.

Bills QB Tarvaris Jackson believes he got a raw deal in Seattle this past offseason.

"When they already had Matt (Flynn) and they drafted Russell (Wilson), I figured I'd be the odd man out," said Jackson. "They were kind of screwing me around. They had their plan the whole time, either Russell or Matt. It was obvious when we got to camp, especially in preseason when I didn't play." A healthy scratch all season, Jackson is a free agent in 2013.

Coach Chan Gailey expects Tarvaris Jackson to remain behind backup Tyler Thigpen all season.

The Bills are treating Jackson like a developmental prospect. "It would be very tough for Tarvaris to challenge for that spot this year because of limited reps (in practice)," said Gailey. It doesn't sound like T-Jack is making any progress in the playbook.

Bills declared QB Tarvaris Jackson inactive for Sunday's Week 3 game against the Browns.

Jackson is still swimming in Chan Gailey's playbook, meaning Tyler Thigpen will continue to serve as Ryan Fitzpatrick's backup. Outside of Fred Jackson (knee), the rest of the Bills are healthy. Their other inactives: DE Kyle Moore, LB Kirk Morrison, OT Sam Young, OL Colin Brown and WR Ruvell Martin. FS Jairus Byd (foot) is active, as expected.

Tyler Thigpen is expected to be the No. 2 for a couple more weeks because Jackson is swimming in the Bills' playbook. "He's still got a lot to learn," coach Chan Gailey said. "That was a tough situation he was in and he's still learning the whole system. He is."

New Bills backup QB Tarvaris Jackson agreed to slash his salary from $4 million to $1.75 million in order to expedite his trade to Buffalo.

Jackson's new contract probably allows him to earn some or the entire pay cut back via incentives, although they're certainly "unlikely to be earned" as he's entrenched behind Ryan Fitzpatrick. At $1.75 million, Jackson is a better, cheaper upgrade on Tyler Thigpen. Look for Thigpen to be among Friday's cuts.

Bills acquired QB Tarvaris Jackson from the Seahawks in exchange for a late-round draft pick in 2013.

Seattle did a nice job to get anything for Jackson, who would have been cut before the season with a $4 million salary. Jackson, 29, started 14 games last season, completing 60.2 percent of his passes for 3,091 yards (6.9 YPA), 14 touchdowns, and 13 interceptions. He also rushed for a score, but fumbled nine times, losing five. In Buffalo, Jackson should immediately slide in as Ryan Fitzpatrick's backup while learning Chan Gailey's offense on the fly. Vince Young was horrific in preseason action, and Tyler Thigpen will be released.

ESPN's John Clayton reiterated on SportsCenter Sunday that Tarvaris Jackson is sure to be released or traded before Week 1.

"Most likely he will be released or traded after the fourth preseason game," Clayton said. Jackson is owed a relatively hefty $4 million, so teams may prefer to wait for him to get cut instead of pulling the trigger on a trade. Some teams that make sense as Jackson landing spots include Green Bay, Philadelphia, and Oakland. Jackson has spent his entire career in West Coast schemes.

ESPN's John Clayton confirms that Tarvaris Jackson will not play another snap with the Seahawks.

Although much of Clayton's "reporting" is based on tea-leaf reading and speculation, he is based in Seattle and has a better read on the Seahawks than any other club. The Seahawks will either release Jackson, avoiding his $4 million salary, or ship him off for a late-round pick. The Packers are in the market for an upgrade on Graham Harrell and make an awful lot of sense.

According to CBS Sports' Jason LaCanfora, Seahawks QB Tarvaris Jackson would be willing to "alter" his $4 million salary to facilitate a trade.

The Seahawks are hoping for a fifth-round pick that upgrades to a fourth-rounder based on performance, but realize they may have to settle for less. It's clear Jackson wants out of Seattle for a better opportunity. The two likeliest candidates may be Green Bay and Philadelphia, both using West Coast offenses. Seattle GM John Schneider was formerly Packers GM Ted Thompson's right-hand man.
