Ravens waived WR Justin Harper.

Entering his fourth year in the league, Harper has appeared in just two career games. Out of practice squad eligibility, he's not terribly likely to crack anybody's roster this season. Also waived by the Ravens today were G/T Oniel Cousins, TE Jonathan Stupar, OT Brady Bond, WR Terrell Zachery, LB Anthony Leon, WR Rodney Bradley, C Ryan Bartholomew and DL Cornell Banks.

Ravens signed WR Justin Harper, RB Curtis Steele, TE Davon Drew, OLB Albert McClellan, CB Prince Miller, OG Bryan Mattison, and OT Devin Tyler to their practice squad.

The Ravens went with David Reed and special teamer Marcus Smith in the last two receiver spots, but retained Harper on the eight-man practice squad. At this point, however, it's hard to imagine he's going to develop into an offensive regular. Drew will essentially be the fourth tight end.

Harper was a training camp darling last season, but he never came close to making an impact on offense. He's out of practice squad eligibility, so his time with the Ravens is up.

Ravens WR Justin Harper will be on the roster bubble this offseason.

Harper is out of practice squad eligibility after missing the cut in Ravens camp last year too. Baltimore's current top five at receiver is Anquan Boldin, Derrick Mason, Donte' Stallworth, Mark Clayton, and Demetrius Williams. Fifth-round rookie David Reed and Marcus Smith will also be fighting to stick.

Ravens declared WR Justin Harper, S Ed Reed, DB Keith Fitzhugh, C David Hale, OT Jared Gaither, LB Tavares Gooden, third QB John Beck and DL Kelly Talavou inactive for Sunday's game against the Steelers.

Both Mark Clayton (knee) and Kelley Washington (hamstring) are active as weak fantasy options. Demetrius Williams resumes his role as the No. 4 WR. Gaither's absence hurts Joe Flacco, but we're still expecting a shootout here.

This move means that Mark Clayton (hamstring) is almost certainly out. Harper has good size (6'3/215) and speed, but he's been stuck on the practice squad all season. He'll be the fourth receiver at best Sunday.

Ravens signed WR Justin Harper, CB K.J. Gerard, OG Bryan Mattison, OT Joe Reitz, WR Eron Riley, OT Stefan Rodgers, and DE/OLB William VanDeSteeg to their practice squad.

Harper has the most potential to contribute right away from this group. Gerard had a fine camp, but was stuck in a numbers game. Mattison is Greg's son.

Ravens receiver Justin Harper has appeared to "drop as many passes as he catches" in camp, according to the Baltimore Sun.

Harper is routinely productive in preseason games and looks the part of a future starter, but has serious consistency issues on the practice field. That won't endear him to the coaches, and he remains a fifth receiver at best.

Justin Harper recorded four catches for 57 yards and a touchdown in the Ravens preseason opener against the Redskins.

Harper was the Ravens most effective receiver Thursday night, but he's still lacking in consistency. He mixed a couple of drops in with a few nice catches. With Mark Clayton and Marcus Smith sidelined, he has a chance to open the season as the No. 3 receiver.

Harper's "routinely" got behind Baltimore's secondary, which might be the fastest in the league. With Mark Clayton (hamstring) out and Derrick Mason unlikely to play much, Harper will get a ton of action in the preseason opener.

Ravens WR Justin Harper has been beating all corners and "lighting up the turf" in training camp.

Harper has a nice blend of size, speed and playmaking ability. He was raw coming out of Virginia Tech after playing alongside NFL starters Eddie Royal and Josh Morgan, but it sounds like he's making tangible progress. He's worth keeping an eye on with the Ravens receiver situation in flux.

Second-year wideout Justin Harper has been one of the most impressive players at Ravens training camp so far.

Yet another Ravens "size receiver", Harper beat rookie Lardarius Webb for a 99-yard TD during Wednesday's practice. Baltimore needs all the pass catching help it can get, so there will be no shortage of opportunity for Harper.

Ravens signed WR Justin Harper, OG Brian Johnson, RB Matt Lawrence, DE Bryan Mattison, CB Anwar Phillips, OL Joe Reitz, TE Isaac Smolko, OL Tre' Stallings, WR Ernie Wheelwright, and WR Edward Williams to futures contracts.

Mattison is new defensive coordinator Greg Mattison's son. He played college ball at Iowa. Harper was Baltimore's seventh-round pick in 2008.
