The deal includes a $12.5 million signing bonus and puts Shields among the top-three cornerbacks in the league in average annual salary. Shields will receive a total compensation of $15 million for 2014 and $21 million through his first two seasons. It's a massive sum of money for a player that's struggled with injuries each of the last two years, is a liability in run defense, and has been an inconsistent cover man. Green Bay GM Ted Thompson is betting on Shields' improvement to continue, as he played wide receiver in college and is only 26 years old. Shields will return as the No. 1 corner in a deep Packers secondary that includes Tramon Williams, Casey Hayward, and Davon House.

The Milwaukee Journal-Sentinel reports the Packers have made little progress in long-term talks with either player. The Pack have been talking with Shields' agent since January, but the sides are reportedly more than $1 million apart annually. Shields is fully expected to reach the open market.

According to NFL Network's Ian Rapoport, the Packers are "trying to give" free agent CB Sam Shields a deal worth less than $6 million annually.

Shields is believed to be seeking $7 million annually, so there's a fairly significant gap to be bridged. A deal signed by Bears CB Tim Jennings in January was worth $5.6 million per year, and Rapoport says that's where GM Ted Thompson values Shields. Shields' agent has made it clear through media reports that his client does not intend to re-sign with Green Bay before March 11.

ESPN's Adam Schefter had a similar report on Saturday, so it appears Shields' agent is spreading the news, perhaps as a negotiating ploy. The Packers won't overpay Shields with Tramon Williams, Casey Hayward, Davon House, and Micah Hyde all capable of playing prominent roles at corner. There have been whispers that Shields is seeking in the range of $25-28 million over four years.

This comes as a surprise as all indications had been Shields and the Pack would work something out before free agency began. Shields could still return to Green Bay, but it looks like he will test the market first. He should not be at a lack for suitors, with CBS's Jason La Canfora already suggesting the Browns would be interested. Shields, 26, is Rotoworld's No. 6 free agent corner and could command $7 million annually.

The Packers are currently in talks on a long-term deal for Shields and are expected to sign him before the start of free agency. Per reporter Tom Silverstein, he could command $7 million annually. Shields, 26, is Rotoworld's No. 6 corner available this offseason. He would cost $11.83 million if tagged.

A source tells the Journal-Sentinel that the Packers and free agent CB Sam Shields have been in regular contact.

The Packers want to re-sign Shields as a talented bookend to Tramon Williams. But the former undrafted free agent is going to go to the highest bidder, and position coach Joe Whitt Jr. didn't do the franchise any favors when it comes to leverage by calling Shields a top-10 NFL corner. Therefore, his return is considered "50-50" by the Journal-Sentinel's source as March creeps closer.
