Ravens signed SS Will Hill to a one-year extension through 2016.
It's a sign the Ravens genuinely believe Hill has turned his life around. Hill went undrafted over character concerns in 2012, and proceeded to draw a suspension in each of his first three NFL campaigns. Hill has been popped for both substance abuse and PEDs. Will Hill is the "clear favorite" to start at strong safety, according to the Baltimore Sun.

Matt Elam is also in the mix though Hill has emerged as the clear frontrunner. Hill received PFF's 14th-highest safety grade last season but none of those snaps came at strong safety. Kendrick Lewis will take over at free safety after signing a three-year contract this offseason.

Hill was a restricted free agent. Hill has operated as one of the league's better safeties when on the field, but suspensions have too often kept him off of it. A former undrafted free agent, Hill was tendered at the original-round level, meaning the Ravens would have received no compensation had he signed elsewhere and they decided not to match. Baltimore's gamble that other teams wouldn't touch Hill's off-the-field problems paid off. Still only 25, Hill could be a candidate for a big payday in 2016 if he keeps his head on straight this year.

Washington has a need at safety after losing Ryan Clark and Brandon Meriweather. Hill would be an obvious upgrade, but is likely to require a multi-year deal to sign away from the Ravens. Baltimore only gave Hill an original pick tender, and won't receive any compensation if he signs elsewhere.

If true, Baltimore is playing a dangerous game by only offering Hill an original pick tender. Hill has a long history of off-field problems, but in a depleted safety free agent market and draft, it is not unthinkable a team takes a shot on Hill's indisputable upside. Hill was suspended the first six games of last season, his third suspension since entering the league in 2012.

By giving him the lowest possible tender, the Ravens are gambling that Hill's lengthy history of off-field problems will keep potential suitors away. It's not the worst crime in the world as long as Hill pays the $16,588 he owes, but any trouble is bad trouble for Hill, who has been battling off-field issues since entering the league. Hill needs to keep his nose clean. He's long on talent but has proven to be short on common sense. The Ravens are aware of the issue.

GM Ozzie Newsome may be getting a steal here. Hill, 24, was one of the better safeties in the league last season, racking up 77 tackles, two interceptions, and two forced fumbles as a ten-game starter. However, he was slapped with a six-game suspension for violating the substance-abuse policy. It's his third suspension since entering the league. Hill will be eligible to return in Week 7. He should then push Darian Stewart for the starting free safety job.

Hill was suspended six games for violating the NFL's substance-abuse policy last week, and was waived by the Giants on Monday. He'll stay fresh in the Arena League until he's able to return to the NFL in Week 7. Despite all the off-field issues, we'd be surprised if Hill's NFL career is over. He's 24 years old.

As beat writer Jordan Raanan notes, the Giants simply can't trust Hill to make the right decisions. He's been suspended three times since entering the league in 2012, including a six-game ban this year for another violation of the substance abuse policy. They'll roll with Stevie Brown at free safety and Antrel Rolle at strong safety. Hill's very significant on-field ability will make him a worthwhile risk for a team just in case he ever gets his head on straight. He was Pro Football Focus' No. 2 overall safety last season.
