ESPN Texans reporter Tania Ganguli said WR Cecil Shorts has been a "standout" in practice.
Shorts caught a 58-yard bomb for a touchdown in the preseason opener. He played exclusively with the first team in that contest and appears to be comfortably in the lead for the No. 2 wide receiver spot opposite DeAndre Hopkins. Despite his placing on the depth chart, the Texans should be one of the least voluminous passing attacks in the league. He is unlikely to see enough targets to make a splash in standard leagues. The Texans only played their starters one series. Shorts, DeAndre Hopkins, and Nate Washington lined up with the first team. Shorts showed good speed on his touchdown, outrunning 49ers S Antoine Bethea. With rookie Jaelen Strong's early-season role up in the air, Shorts could open the year behind only Hopkins for targets.

Shorts will compete with third-round rookie Jaelen Strong for outside reps in two-wide sets. His role as the slot man in three-wide formations should be intact. Still, it's hard to be excited about Shorts given how many targets DeAndre Hopkins is going to hog and how much the Texans want to run Arian Foster.

Texans agreed to terms with WR Cecil Shorts, formerly of the Jaguars, on a two-year, $6 million contract.

For now, Shorts will slot in as the Texans' No. 2 receiver. Shorts is capable of playing both inside and out, but might be best left in the slot at this stage of his career. Shorts flirted with stardom in 2012 before soft-tissue injuries and quarterback issues derailed his 2013-14. Still only 27, Shorts still has some upside to offer, but his injury woes coupled with the Texans' quarterback issues make him an unlikely fantasy-rebound candidate. The Texans shouldn't be done adding bodies at receiver.

It's Shorts' first-known visit, though he's been linked to the Chargers, Browns and Jets. The Texans' receiver depth chart is barren behind DeAndre Hopkins. Shorts would prove a much-needed No. 2 threat, but has struggled mightily to stay healthy.

Perhaps the Jets would envision Shorts as a slot receiver between Eric Decker and Brandon Marshall. The Browns might be considered a slight favorite to land Shorts because he grew up in Cleveland. The Dolphins are also in on Shorts.

They're not done adding low-end No. 2 wideouts after locking up Brian Hartline. Shorts had some nice early-career moments with the Jaguars, although he primarily racked up stats in garbage-time mode on perennially bad teams. Of course, the Browns are a perennially bad team, too, but Shorts would have far more competition for targets from Hartline and Andrew Hawkins.

The Miami Herald reports the Dolphins have "(internally discussed)" free agent Cecil Shorts.

Cleaning house at receiver, the Dolphins would be buying low on a player who appeared on the verge of exploding in 2012. Per reporter Barry Jackson, the Dolphins like what Shorts brings after the catch. According to Pro Football Focus, Shorts averaged 5.1 yards after the catch in 2014, a nice number. Recently released Brian Hartline and Brandon Gibson offered nothing after the catch.

DiRocco is merely connecting dots, but it makes sense. Shorts grew up and went to high school and college in Cleveland and nearby Alliance, respectively. The Browns are in desperate need for receiver help with Josh Gordon suspended for the 2015 season and Miles Austin a free agent. Shorts also won't be expensive after a down year. He could rehab his value as Cleveland's No. 1 receiver.

Neither do we. Shorts didn't make any big plays in his contract-year, failing to score a single touchdown after Week 1, and has also battled a multitude of soft-tissue injuries over the past couple seasons. He's looking like the new Miles Austin. The Jaguars will move forward with Allen Robinson, Marqise Lee, and Allen Hurns at receiver and possibly add another to the mix. Shorts is unlikely to command much guaranteed money on the open market in March.
