NFL Network's Ian Rapoport reports the Panthers are "working" to sign free agent WR/ST Russell Shepard.

As many as six teams have shown interest in Shepard, though he's apparently narrowed that list to four. The 26-year-old was primarily a special teamer early in his career but played a bigger role in the passing game last season with 23 catches for 341 yards and two touchdowns.

ESPN Bucs reporter Jenna Laine reports six teams are interested in free agent WR/ST Russell Shepard.

The Bucs are among those teams, but Shepard's best opportunity could lie elsewhere. Laine reports "about half" of the six teams want to give him a legitimate role on offense while another team has offered to make him "one of the highest-paid special-teams players in the league with multiple offensive packages." This reads like an agent-driven report, but perhaps Shepard's market will be more robust than expected.

A gadget guy in Tampa's offense, Shepard doubles as a special teamer. He failed to step up in the Sunday absence of Cecil Shorts (knee) and Adam Humphries (concussion), with Freddie Martino (4-56) making more of an impact.

Shepard is set to return after missing the last two weeks with a hip injury. Though he does have a pair of touchdowns this year, Shepard remains well off the fantasy radar.

That puts him on track to return Sunday against Kansas City. Shepard has drawn just 13 targets in seven games this year. The only Bucs' receiver worth owning in fantasy is Mike Evans.

Shepard took a huge hit in Sunday's loss to the Raiders, but wasn't announced with an injury. We now know it was hip, and that he's looking mighty questionable for Thursday's game against the Falcons. WR5/6 desperados need to be making other plans.

It was a quiet day for Shepard coming off his five-catch Week 7. He did manage to find the end zone for the second time in as many games. Shepard nearly got knocked out of the game by an illegal Karl Joseph hit, but managed to stay in. Shepard could eventually carve out some WR4 value in standard leagues, but he doesn't have it right now.

Cecil Shorts was supposed to be the Bucs' No. 2 receiver in the absence of Vincent Jackson. Shorts wasn't even targeted, and Shepard took over in the role. A former high school quarterback who has largely played special teams so far in his NFL career, Shepard is a name to monitor. He will be a WR4/5 ahead of a Week 8 date with the Raiders' leaky secondary.

Coach Dirk Koetter talked up fourth-year WR Russell Shepard on Tuesday.

"Shep is one of those guys that he’s known for his special teams play, but he’s just always hanging around at wide receiver," Koetter said. "You can’t break that guy. Shep is always here. Coaches always say the number one ability is availability, and Shep is always available. He’s in the mix." With the No. 3 receiver job wide open, Sheppard figures to get a chance to win it.

Shepard was hit with an original-round tender. Exclusive rights free agent DE Jacquies Smith also signed his qualifying offer. Shepard does not figure to be a factor on offense, but he is a solid contributor on special teams.

A quarterback-turned-receiver at LSU, Shepard went undrafted in 2012 but has carved out an NFL career as a special teams dynamo. The fact that the Bucs are willing him to pay him $1.671 million to cover kicks is still a bit surprising.
