The Tampa Bay Times' Rick Stroud wrote it "seems unlikely" Jameis Winston starts this week against the Bears.
Winston is eligible to return from his three-game suspension, but it does not appear as if a starting job is waiting for him following Ryan Fitzpatrick's hot start. "Jameis is a member of our team and anxious to get him back," coach Dirk Koetter said after the game on Monday night. "And I know Jameis, whatever role he ends up in, I know Jameis will embrace that role and give it everything he's got." Jameis Winston is being sued by his former Uber driver to pay for damages that include "emotional distress as well as future therapy expenses."

Kate P. and her legal team also believe Winston still doesn't understand the impact of his actions, and they want "exemplary or punitive damages to punish and deter such conduct." The lawsuit offers "little new information" about the incident, so nothing should alter Winston's eligibility with the NFL, but he will have to answer to the suit nonetheless. Winston is eligible to return Week 4 but his starting job is very much in doubt with Ryan Fitzpatrick playing well to start the season.

NFL Network's Ian Rapoport reports the Bucs "might hold off" on starting Jameis Winston when he returns from suspension in Week 4.

This follows comments from GM Jason Licht last month that Winston isn't guaranteed to start. With the Bucs coming off a Monday night game in Week 3, Winston may be moved back slowly from his suspension. Winston is still the future in Tampa, but the Bucs are prepared to ride Ryan Fitzpatrick for at least the first month of the season.

Speaking during the Buccaneers' preseason finale on Thursday night, GM Jason Licht wouldn't guarantee that Jameis Winston will be the starter when he returns from suspension in Week 4.

"I don’t think it’s fair to say right now that he’s going to be the guy," said Licht. "[If] Ryan Fitzpatrick, Ryan Griffin, whoever it is, is playing lights out, I don’t think it’s fair right now just to say, ‘Yes, automatically, [Jameis] is going to be the guy." This is textbook GM speak but it's still notable that Licht wouldn't unequivocally commit to Winston as the starter despite praising his performance during the preseason. Barring something truly miraculous from Fitzpatrick, Winston is almost certain to regain his starting job when he returns from suspension.

Jameis Winston completed 6-of-10 passes for 60 yards and a touchdown in Friday's preseason game versus the Lions.

Winston only played two possessions, but led the Buccaneers on a 66-yard scoring drive on his first drive game which was capped by a 10-yard touchdown pass to Chris Godwin. Winston has been productive this preseason, completing 31-of-41 passes for 368 yards (8.9 Y/A) with three touchdowns, but has mixed in a lot of work against second-team defenses. Suspended for the opening three weeks of the regular season with a Week 5 bye, Winston is best left as someone to pick up off of waivers in season rather than try to draft and stash for the opening of the season in fantasy leagues.

In a statement, the NFL warned suspended QB Jameis Winston that "a future violation of the Personal Conduct Policy will result in more substantial discipline, including a potential ban from the NFL."

Winston is no stranger to off-field trouble. In 2013, while still at Florida State, he was the subject of sexual assault allegations before then being involved in a couple shoplifting incidents in 2013 and 2014. Winston was then suspended for a 2014 game at FSU for vulgar comments. The lone NFL incident was his 2016 groping of an Uber driver, which Winston was just suspended three games for, and the league isn't happy. The Bucs need to decide if they're going to commit to Winston long-term. He's due a guaranteed-for-injury-only $21 million in 2019 before his contract expires in the spring of 2020.

NFL suspended Bucs QB Jameis Winston three games for violating the league's personal-conduct policy.

Winston will mount no further appeal after reaching a negotiated settlement with the league. In a statement, Winston essentially admitted to groping an Uber driver in March 2016. "It is uncharacteristic of me and I genuinely apologize," Winston claimed. He went on to say he has "eliminated alcohol from my life." Although Ryan Fitzpatrick is one of the league's most experienced and capable backups, the suspension could not come at a more inopportune time for the Bucs, who open the season at New Orleans before hosting the Eagles and Steelers. Winston is eligible to return for a Week 4 road game against the Bears. Winston had been looking like a late-round value pick, but now set to miss 23 percent of the fantasy regular season, he is undraftable.

ESPN's Adam Schefter reports Jameis Winston will be suspended three games for violating the league's personal-conduct policy.

Per Schefter, the league "still has not notified Winston of its official decision," and "the circumstances surrounding it still could lead to an increase or decrease of the three games." The ban is the result of Winston's alleged March 2016 groping of an Uber driver. He was not charged with a crime in the incident. The timing is devastating for the Bucs, who will travel to New Orleans in Week 1 before hosting the Eagles and Steelers in back-to-back weeks. As coach Dirk Koetter coaches for his job, he will be doing so with Ryan Fitzpatrick under center. The expected ban is a mammoth blow to Winston's fantasy value. He had been looking like a value pick as the QB19 according to Fantasy Football Calculator. Fitzpatrick's presence under center doesn't really affect the outlook for players like Mike Evans and Cameron Brate. Fitz loves to throw with the best of them.

ESPN Tallahassee radio host Jeff Cameron reports Jameis Winston is "prepared for the NFL to levy a suspension" in its investigation of his March 2016 incident with an Uber driver.

Cameron's comments are via JoeBucsFan.com. Per Cameron, the "thought from the Winston camp" is that his suspension will be no longer than three games, and likely just one. Winston is alleged to have groped an Uber driver, but he was never charged with a crime. Regardless of what the law decides, the NFL has been taking matters into its own hands since the Ray Rice debacle. Ezekiel Elliott was never charged with a crime before his six-game ban. Clarity should come soon, but the NFL has a way of dragging these situations out.

Bucs exercised Jameis Winston's fifth-year option for 2019.

There was never any doubt Tampa would pick up the option. Winston is now scheduled to earn an injury-guaranteed $20.922 million in 2019, but it is likely the Bucs explore an extension before Winston enters the final year of his deal. The No. 1 overall pick of the 2015 draft, Winston has thrown 69 touchdowns against 44 interceptions through his first three years in the league.

An Uber driver accused Winston of groping her during a ride in Scottsdale, Arizona in March of 2016. Winston has denied the accusation, saying he regrets "if my demeanor or presence made her uncomfortable in any way." Both GM Jason Licht and coach Dirk Koetter have complained about the pace of the league's investigation into the incident.

He faces a $153 fine after rear-ending another vehicle, causing $4,000 worth of damage. Winston shouldn't face any discipline from the league.

Jameis Winston completed 28-of-51 passes for 363 yards, one touchdown, and three interceptions in the Bucs' Week 17 comeback win over the Saints.

The Bucs finished their season on a high note with a comeback win to push the Saints to 11-5. The dagger was Winston's 39-yard fourth-quarter touchdown pass to Chris Godwin. Although Winston’s 2017 was an all-in-all disappointment due largely to a recurring throwing-shoulder injury, he did finish strong with a 10:5 TD-to-INT ratio and nearly 70-percent completion rate across his final five games. Winston never quite got on the same page with DeSean Jackson, however, and the Bucs failed to realize their theoretical potential at least partly due to Winston’s penchant for random boneheaded turnovers. Nevertheless, Winston will be a bounce-back target in 2018 fantasy drafts as a late-round quarterback pick. The Bucs’ decision to retain Dirk Koetter was widely panned, but it ensures Winston will maintain offensive scheme continuity with his arrow still pointing up.

Jameis Winston completed 21-of-27 passes for 367 yards and one touchdown in the Bucs' 22-19, Week 16 loss to the Panthers.

Coming off his best game of the season last Monday night against the Falcons, Winston's numbers again look good on paper. But he held the ball too long in this one and turned it over multiple times once again. Winston took six sacks on the day, with a couple being way too deep and one for a loss of 13 yards on first-and-goal. Winston lost three fumbles, two early in the first half and the final with 35 seconds left and the Bucs down by three. It's a huge thing Winston needs to work on in the offseason; he has to take better care of the ball. He's thrown 41 picks and fumbled 31 times with one game left in his third season. The 4-11 Bucs host the Saints in Week 17.

Jameis Winston completed 27-of-35 passes for 299 yards and three touchdowns in the Bucs' 24-21, Week 15 loss to the Falcons.

Winston played one of his best games of the season despite the Bucs coming up short on the scoreboard. His first touchdown went to O.J. Howard where he went through his progressions and found him wide-open on the opposite side of the field. His second touchdown was a 42-yard bomb to Mike Evans who leaped over two defenders to make the catch. Winston should have had two more long completions, but Evans was called for offensive pass interference for pushing off in both instances. This was the type of game fantasy owners expected to happen frequently from Winston entering 2017. He has a good matchup against the Panthers in Week 16.
